1.5 Chairman David Neve opened the meeting by asking for any apologies: Cllr Cornish was unable to attend.
2.5 Cllr Neve asked the Clerk to take over and nominations for Chairman were requested by the Clerk from the Councillors present.
Cllr Jones proposed and Cllr Barlow seconded and everyone agreed that Cllr Neve should continue as Chairman of the Parish Council.
Cllr Neve asked for nominations for Vice Chairman:
Cllr Barlow was nominated by Cllr Child and seconded by Cllr Harrison.
Cllr Harrison was nominated by Cllr Greensides and seconded by Cllr Jones.
As two nominations were received the two nominees left the hall when ballot took place. The papers were passed to the Clerk and Cllr Harrison was appointed Vice Chairman of Winterton Parish Council; he was congratulated by other members of the Council.
3.5 Declarations of interest:- Cllrs Barlow, Child, Jones and Harrison - Parish Plan Action Group. Cllr Jones - Winterton in Bloom.
4.5 Public discussion
Diana Le Grice from The White House Nursery School had come along to the meeting to give an update on F.U.N. (Friends Unite at Nursery) and what events are taking place at the nursery; children from Winterton attend this nursery. She asked if the information could be placed on the web site; it was also agreed to put an article in the newsletter and place posters in the notice board. Cllr Neve thanked Ms Le Grice for coming along.
5.5 Reports from County/Borough Councillors
Cllr Weymouth informed the meeting that as Cllr Jermany is now Mayor he will not be attending any meetings in the future as it is a non-political post.
She reported that the barrier was to be put up on the corner of The Craft and George Beck Road by the next meeting to stop parking on the grass.
Cllr Shrimplin reported that the school reorganisation is going ahead; the programme is now back on track and he will keep the Parish Council updated as it progresses.
The barrier is up at the end of Beach Road and no resurfacing or major road works will be carried out during the next twelve months in the village.
Cllr Shrimplin stated that the impartiality of the survey is in doubt for the dredging application and he will keep everyone informed of what is happening.
He also asked if any complaints had been received about smells emitting from
Donaldson's drum works. Cllr Child reported that she had noticed smells over the last week and Cllr Shrimplin said that the Environmental Health Dept of GYBC will be carrying out an inspection.
Cllr Neve informed the meeting that an incident occurred at the weekend and an ambulance had problems getting down Beach Road due to the high number of cars parked along the sides of the road. Signs that had been damaged or taken away have been replaced along Beach Road . From Hemsby to the wall by the Café signs have been placed along the edge of the dunes warning of deep water and heavy currents. Mr A McMurchie of Coast Watch had suggested that flyers are handed out to drivers from the kiosk as they enter the car park informing them of the dangers of the overhanging cliffs and concrete and steel reinforcements just below the surface of the sand. A draft had been prepared which was read out by Cllr Neve. Cllr Shrimplin's only concerns were that they could cause a litter problem and that it may be too long – Mr McMurchie will look into this but as the flyers would be handed to people in their cars litter may not be such a problem. Cllr Shrimplin offered to supply the paper for the flyers.
Cllr Neve reported that he has been invited to the Mayor's installation event and had had a very enjoyable evening; and has written a letter of thanks.
6.5 Councillors Responsibilities:
Cllr Neve asked everyone present if they wanted to continue with their responsibilities and the committees they attended which was agreed by everyone present. It was also agreed that when the new Councillor is appointed they would be asked to take on the responsibilities and committees that Cllr Glazebrook, who has resigned, was dealing with.
Cllr Barlow asked if a staff mentor could be appointed. It was proposed by Cllr Neve and agreed by the Clerk that Cllr Child would take this on.
7.5 Minutes of last meeting – these were agreed and signed by Cllr Neve.

10.5 Items on Coastal Erosion, Project Steering Group, Parish Plan Action Group and the Village Hall had been discussed at the Annual Parish Meeting held on the 12 May 2005 and no updates had been received.
11.5 Correspondence received:
In a letter received from the Corporate Director of GYBC it stated that the SMP has been rejected.
Local bus services 603/604 being replaced by services 1,1a and 1b and will be an hourly service.
12.5 Items requiring attention/decisions/updates:
1. Cobbles in the wall – it was agreed that Cllr Neve would approach Winterton in Bloom to find out how much it would cost to put plants in the top of the wall and aftercare. A donation of £250 for Winterton In Bloom was agreed by everyone present.
2. Coast Watch – Mr McMurchie reported that the details of the colour of the units and the fence have been resolved but that English Heritage had concerns over the area where the units were to be placed as it may affect the dunes – he is sorting this out.
3. Charity Commission – The Chairman and Clerk are meeting with Stuart Chaplin of Parish & Town Councils to seek his advice on how to proceed.
5. Archiving of Minutes – this is ongoing as the vicar is away at the moment.
6. Standing Orders, Code of Conduct, Grievance and Disciplinary Procedures – the content of these documents was proposed by Keith Harrison, seconded by Anne Child and unanimously agreed by everyone present.
Cllr Child asked for it to be minuted the thanks to Cllr Barlow and the Clerk for their hard work in preparing these documents.
7. Toilets at Beach Road – John Hemsworth had confirmed to the Clerk that it is on a waiting list to be done.
12. Snakes on dunes – Cllr Jones had asked for new signs warning residents and visitors to take care are provided, in particular, by the Hales House site.
17. Parking in The Holway – it was agreed that Cllr Neve would visit the resident at Rivendale and explain that the paths are used by a young blind boy and two motorised scooters which cannot get past when their cars are parked in the way.
18. Grass cuttings left – Cllr Neve will point this out to the grass cutters.
13.5 Items for the next agenda:-
Cllr Neve – the Electricity Board would like to put a new transformer box in the area behind the bus stop and new cables – they will be contacting GYBC and when work is going to be completed Cllr Neve will be in attendance.
Cllr Neve – volunteers to be trained by GYBC as a Community Wardens to issue fixed penalty notices, providing they act within the law and have actual evidence, to people who let their dogs foul and don't pick it up and take it away and fly tippers. A notice to be placed in Newsletter asking for volunteers.
Cllr Neve - Web Site - changes will be made in the very near future.
Cllr Barlow – Flood Warnings - a request has been received asking if emergency procedures are in place, what they are and what do we do.
14.5 Cllr Neve thanked the Councillors for their support over the last year and he was congratulated on his efforts by everyone present.
