Cllr Neve welcomed the fourteen residents that had come along to the meeting and apologised for the last meeting being cancelled due to the adverse weather and power cut.
Flood Line Warning system
John Ellis, Principal Emergency Planning officer of NCC, David Kemp from the Environment Agency, Teresa Cannon from NCC and Michael Stevenson from GYBC had also come along to the meeting to update everyone present on the system and answer any questions.
David Kemp gave the background to this system and an excellent presentation on how the new system will work which included a telephone contact number to register with the Floodline, report flooding and obtain leaflets and other information - 0845 988 1188 this number will be put on the web site and in the next newsletter with a brief outline of the system and how it works. John Ellis explained why the sirens in the village are being removed.
Terry Byrne, Chairman of the Coastal Erosion group raised concerns that the sirens were some form of warning but John Ellis pointed out that on the last test they did not work and they are being removed for Health & Safety reasons. It was stated that the cost of the calls on the above number would be expensive for the residents and if another power cut occurs residents could not make contact. David Kemp replied that they will use the media through radio and would have hoped to have given enough warning prior to anything happening.
Cllr Barlow, who has been working on a sustainable Emergency Plan for the village, asked if the 37 residents who were willing to help out in this plan, provided they agreed, could be registered on this system and that Michael Stevenson of GYBC also be involved in this. Cllr Barlow will keep in contact with David Kemp. The Emergency Plan is in the event of any emergency not just flooding.
Cllr Neve thanked them for their presentation and for attending.

3.1 Public Discussion:
Peter Barnes reported that the Youth Club has had two meetings and was well attended; the children were very well behaved. As Peter receives no funding for this the Parish Council will discuss the charge for the hire of the village hall at the next meeting.
A resident asked why some of the village has a power cut and the rest doesn't; the new transformer box hasn't helped. It was agreed that the Clerk would write to EDF asking why the village is split into two and how is the supply brought into the village.
A resident reported that the SAM Speed Awareness Message was only placed in Bulmer Lane for ten minutes. It was agreed that the results, sent to the Clerk by NCC and already copied to the Councillors, should be placed in the next Newsletter.
4.1 County and Borough Councillors report none present.
5.1 Previous minutes the minutes for November were approved and signed by the Chairman. There was not a meeting in December 2006.

10.1 Coastal Erosion
Terry Byrne reported that the Group had met recently and that he had attended a meeting with the Minister which Terry found very useful. The Minister was asked about the reduction in the lump sum for flood protection and coastal erosion and said he will take on board that the SMP was not very good; the Environment Agency have been allocated money which they will decide how to spend.
Terry was concerned about the erosion from Winterton down to Scratby and reported that a final report by Tim O'Riordan of the Tyndall Centre, UEA, has been submitted to GYBC with alternatives on how the SMP should be put together. The Erosion Group will be watching this very closely.
11.1 Playing Field Committee:
Cllr Blayney had nothing to report on the Playing Field Committee. Cllr Neve sent a letter on 28 November 2006 asking GYBC for confirmation of when the contract for the work on the Changing Rooms will be issued that another 25 years lease will be approved and the provision that the lease will be extended to 99 years if, in the future, a bigger building was going to be built. Cllr Harrison was asked for the bank statements, cheque books etc of the previous Playing Field Committee in order that the account can be dealt with; he had supplied the record book.
12.1 Parish Plan:
Cllr Barlow reported that only two areas from the Plan remain with actions to complete:-
Highways and Transport:
The results from the SAM test will be placed in the Newsletter.
No signs have been returned down Beach Road Clerk will contact NCC
Cycle path Clerk to find out if there have been any further developments.
There is a transport study whose aim is to improve access borough wide for rural and urban areas which is run by the Rural Clip Cllrs Barlow and Jewell are involved in this. It was suggested that all transport operators should get together to see what their plans are for rural transport. The bus service in Winterton has deteriorated.
Social and Leisure:

Waiting for news from Borough Councillor Shirley Weymouth on the extra equipment in the children's playground.
13.1 Village Hall:
Mr Harold Jones reported that everything is going well and it is hoped that the Aerobic sessions will start again shortly.
14.1 Health Matters:
Cllr Jewel gave a comprehensive update and this will be published in the next Newsletter.
15.1 Correspondence:
Allotments following two letters received from E Bedingfield and P Simpson, it was agreed that this will be looked into in depth by the Allotment committee who will try to reach some agreement.
Cllrs Jewell and Barlow will attend the Quality Status lunch at the Racecourse on 15 March.
16.1 Items requiring attention/updates:
Item 1 Cllr Greensides reported that Mrs Martin has prepared the figures requested by the Charity Commission and asked who the bank statements are sent to; the Clerk and Chairman have never received any bank statements and Mrs Martin has all the relevant paperwork.
Item 2 Hand held speed guns not being taken forward by the Police.
Item 3 Speeding SAM results will be put in the next newsletter.
Item 4 Puddles Cllr Barlow will find out if the resident is still experiencing problems.
Item 6 Quality Status a meeting to be arranged.
Item 7 Cycle route the Clerk was asked to get an update on this.
Item 10 Tree overhanging Mrs Applegate had no one to clear away the leaves from her path so that she does not slip over.
Item 11 Manhole cover this problem has now been resolved.
Item 12 Two accidents have occurred where a large vehicle has gone into the
middle of the bend to avoid the overhanging hedge Clerk will inform Highways about this.
Item 13 Village Hall Lease Clerk will write again to Norfolk Property services.
Item 14 No parking signs Clerk will contact NCC asking for a reply.
Item 19 Buses are hitting the trees that overhang the road by the bus shelter which could cause an accident.
Item 24 Parking this has been brought up previously but as there are no yellow lines and the cars are correctly taxed there is nothing the police can do.
Item 25 Parking along Beach Road the cones will be placed down the road again shortly.
17.1 To consider items for the next agenda
Cllr Barlow Could the word SLOW be put on the road where Back Path ends by the back of Looms as this is a very tight corner and cars travel very fast.
Cllr Barlow will contact the resident whose hedge is overhanging the path way to the playground.
Cllr Greensides asked if a new sign No Ball Games could be placed in the car park in George Beck Road .
Cllr Jones there are ruts on the grass left by cars parking on the bend in The Craft.
