Winterton Parish Council Minutes

The five residents that attended were welcomed.

1.11 To consider apologies: Apologies from Cllr Hodds were accepted.

2.11 Declarations of interest: Cllr Barlow declared a personal interest in the Parish Plan Action Group. Cllrs Jones and Barlow declared personal interests in the Village Hall Committee.

3.11 Public discussion:

Brian Jewell has resigned as a Parish Councillor and a Notice of Vacancy is in the Parish Council notice board.

A resident who was attacked by a rottweiller called Max, whose owner lives at Gresham Court in The Holway, wanted to make other residents aware that the dog is now under a control order and must always be on a lead and muzzled when off the property.

Youth Club – Peter Barnes has put on hold the opening of a drop in centre for 12 year olds and over.

The PCSO – Roger Bellward – reported that since 1 October there has been four cases of criminal damage and three cases of assault – mainly domestic related.

He will have an item on the agenda in future. It was pointed out that Roger is regarded with the respect of the youngsters in the village and was thanked for his work by the Parish Council.

4.11 Reports from the County/Borough Councillor:

Cllr Weymouth reported that the cherry tree in George Beck Road has been cut back and she is also dealing with the flood problem in Winmer Avenue.

County Cllr Jim Shrimplin has raised the problems of the flooring in the school which is rising under the carpet; the doors cannot be closed and it is a trip hazard – the school will not have to pay for this to be corrected. Cllr Shrimplin has been in contact with Norfolk County Highways regarding the planning application for Empsons Loke. Cllr Shrimplin suggested that conditions should be made to the planning application by the Parish Council before it goes to appeal where no conditions will be put on the application. Cllr Shrimplin gave a brief report following an erosion meeting and mentioned the SMP. NCC - Unitary Authority have no clear cut guidelines but GYBC have suggested what they would like to see and there are no plans for a referendum or consultation by NCC.

5.11 To confirm the minutes of the previous meeting – a change has to be made on the wording for Agenda Item 11.10; they will be corrected and signed at the meeting in December.

6.11 To report matters arising from the minutes not already on the agenda – for information only: Following the resignation of Brian Jewell as a Councillor there will not be an interim report on Quality Status as stated in the previous minutes.

7.11 To approve Planning Applications and note Planning Decisions:

Planning Applications:

06/07/0900/F – Erection of a new bungalow and retention of existing double garage on part of the Cliffholme site at Cliffholme, Bush Road. Comments from Parish Council required by GYBC on 27 November. Following an Extraordinary meeting of the Parish Council this application was unanimously refused.

06/07/0927/F - construction of access and erection of nine dwellings on land at Empsons Loke. Comments from Parish Council required by 30 November. Following an Extraordinary meeting of the Parish Council this application was unanimously refused and a response in the form of a document was handed in person to the Head of GYBC Planning Dept.

Cllr Barlow was thanked for her work in producing the response.

Planning decisions:

Poplar at the Old Surgery, North Market Road – GYBC have no objections to pollard to a height of 4 metres one poplar located at The Old Surgery.

O6/07/0782/F – Single storey conservatory and porch at Spring Cottage, Bush Road. GYBC Approved.

Installation of play equipment and safety surface in playground (Grant of £5,000 received from GYBC)

Cllr Weymouth was thanked for her assistance in obtaining the play equipment in the children's playground.

The Annual Return for the year ended 31 March 2007 was amended, signed and dated by the Chairman and Clerk.

It was resolved and unanimously agreed that the Allotment fees will rise to £5 per plot from January 2009.

It was resolved and unanimously agreed that the Cricket Club fees (£315) and the Football Club fees (£75) will remain the same for 2008.

9.11 Coastal Erosion

Terry Byrne reported that the group continues to meet and are monitoring the sand banks at Winterton; north of the café is looking very good however to the south there has been some serious dune erosion. In front of the café the erosion is wind driven not wave damage.

10.11 Village Hall – Harold Jones is not too well and sent his apologies. Cllr Neve gave the background on the purchase of the lease from Norfolk Property Services who have been written to on several occasions. It is understood that the hall was sold for £500 by the Earl of Winterton in 1927 to NCC; trying to locate the Earl's diaries at the Records Office to confirm this. It was suggested to ask NCC or the Norfolk Records Office to look at the deeds regarding the sale.

11.11 Update from the Councillors on their responsibilities:

Cllr Barlow – concerns raised about the bench for the playground being second-hand; the cost of a new bench would have gone over the £5,000 grant.

Methodist Clock – Clerk to contact the gentleman who has repaired the clock in the past.

Dog fouling – a report from a resident that there is a lot of dog fouling in Hill View Drive it was agreed that a letter should be sent to all the residents asking them to clear it up after their pets.

Health – Cllr Barlow will carry on with this for the time being following the resignation of Brian Jewell.

Cllr Blayney – There are rats under the changing rooms which has been reported to the pest controller.

Cllr Greensides – The Charity bank account details will be finalised shortly and there is a meeting at the end of January.

Financial report from the Finance Committee - copied to all Councillors. One comment was that could the committee be more flexible and meet earlier than quarterly to discuss donations. Following a discussion it was agreed that all requests for donations be passed to the Cllr Greensides, the Chairman, who will decide if a Finance Committee meeting should be called.

Cllr Harrison – Following a note in the newsletter two volunteers have put their names down to assist with the Norfolk Coast Partnership.

Composting – a note to be put in the newsletter informing residents that the composter will be opened for them to use the compost for their own gardens; the allotment holders are already making use of this.

Cllr Hodds – Apologies received.

Cllr Jones – A request for a donation for Age Concern has been passed to the Chairman of the Finance Committee, Cllr Greensides. Copies of the Advertiser not being received by some residents.

Cllr Sharples – following the resignation of Brian Jewell Cllr Sharples will take on the responsibility of Quality Status. The meeting arranged for the 3 December has been cancelled and a new meeting date in the New Year will be arranged.

Cllr Neve – A ditch has been cleared out in The Craft and areas in the banks have been dug out in The Craft and The Holway to assist drainage.

12.11 Footpaths

A Rights of Way report was passed to all Councillors which had been prepared by Cllr Jones. It was resolved that the details of the footpaths previously walked by the Councillors will be signed by them and that Footpath No. 10 is being dealt with by Cllr Weymouth.

13.11 Barrier on the path at Dune Court – Waiting for a response from GY Services – George Jarvis – to give an estimate how much this will cost the residents.

14.11 Flashing lights – Due to the very high cost of purchasing and installation there was no interest – matter closed.

15.11 Correspondence:

Request for a donation received from Coast Watch which has been passed to Cllr Greensides.

Request from Coast Watch for a response to an email regarding the parking signs on Beach Road – a copy of an email received from Highways had been sent to Mr McMurchie.

16.11 Items requiring attention/update:

Item 7 – five volunteers have given their names to Cllr Barlow in respect of operating speed guns in the village which have been passed to the PCSO; a minimum of eight are required.

WI –Their request to place a bench on the village green is under consideration by GYBC. It would seem that there are several rules concerning the placing of a bench on GYBC property. The WI will be given all the details and names and telephone numbers to contact.

17.11 Items for the next agenda:

Cllr Greensides has received a complaint that a resident has moved the boundary fence by land owned by the council by the pond on Bulmer Lane.
