Winterton Parish Council Minutes

21 September 2006

Cllr Neve welcomed the eleven residents that attended the meeting.

1.9 To consider apologies: Cllrs Jones, Jewell, Harrison and County Councillor Shrimplin.

2.9 Declarations of interest: Cllrs Barlow and Harrison - Parish Plan Action Group. Cllr Greensides – Village Hall Committee

3.9 Public Discussion:

A resident of Spindrift Close asked about the enormous extension that has been built at No. 11. Cllr Neve explained what happens when a planning application has been received before it is approved/declined by GYBC; once a decision has been made and if no appeal has been received nothing can be done about it. The Parish Council's comments and objections are not always taken into account by GYBC. The resident stated that no notices had been put up in the area prior to the extension being built even though the notices are placed in the Mercury. The same resident raised concerns regarding open planning for front gardens on her deeds; a resident is planning to put up a brick wall.

4.9 Reports from the Borough/County Councillors:

Cllr Weymouth gave apologies for County Councillor Shrimplin.

With regard to the above question about a property extension put by a resident Cllr Weymouth suggested that the Parish Council invite Dean Minns from GYBC Planning Department along to a future meeting.

Cllr Weymouth reported that the hedge has now been cut along Bulmer Lane where it meets Black Street .

The car has been moved from the piece of land at the back of George Beck Road and the fence around the area will be repaired. Although the hedge along this path from the playing field to Bulmer Lane has been trimmed back it is still overhanging.

5.9 Confirm minutes of previous meeting: The minutes for August were signed by the Chairman as a true record of that meeting.

6.9 Report matters arising from the minutes not already on the agenda; for information only:-

Cllr Neve reported that he had had a meeting with Mr Cole of Winterton Valley Estates and explained the background of this to everyone present. Mr Cole does not want groups of runners using his estate to pass through but would not stop ladies with prams, young or old people walking through his estate.

7.9 Planning Applications/Decisions:-

06/06/0657/F – Erection of “Aulden” double garage and store on the land at The Fisherman's Return, The Lane. PARISH COUNCIL HAD NO OBJECTIONS PROVIDING THE BUILDING AGREES WITH THE PLANS AND NOT THE PHOTOGRAPH SUPPLIED WITH THE PLANS.

06/06/0740/F – Demolish sub-standard dwelling and replace with new dwelling and garage at 33 Long Beach Estate. PARISH COUNCIL HAD NO OBJECTIONS

Planning decisions :-

06/06/0599/CU – Change of use from agricultural land to residential at Downing Farm, Bulmer Lane – GYBC APPROVED with conditions.

06/06/0600/F – New garage at The Cottage, North Market Road – GYBC APPROVED.

06/06/0868/F – 4 Semi-detached houses with garages at Hales House – GYBC Approved with conditions. Following a request for approved plans from GYBC, the plans plus original application are with the Clerk.

10.9 To receive an update on Coastal Erosion:

Terry Byrne reported that he had attended a Rural Partnership meeting with Costal Erosion as the theme. Terry gave an update on Winterton at the meeting and presentations were also given by Tony Wright MP and Tim O'Riordan from the Tyndale Centre at UEA; only three residents from Winterton attended the meeting. The high tide predicted in September did not occur but there is another high tide in October. Empty sandbags had been purchased by Cllr Neve for use by the residents. The Erosion Group is meeting on the 3 October.

11.9 To receive an update from the Playing Field Committee including the changing room position.

Changing Rooms - Cllr Neve explained to everyone present that an application had been made to the FA for funding. Plans have been approved but the cost of the building has risen from £64,000 to around £250,000. GYB Services have been contacted and a quote of £10,000 for the refurbishment of the changing rooms has been received which would bring the changing rooms up to standard.

Cllr Neve asked the Councillors if they would agree to a public village meeting being called and the Cricket, Football, Netball and any other teams that could make use of the playing field being invited to attend. The Councillors present agreed unanimously to this proposal and a date will be set up, notices put around the village, in the newsletter and relevant groups written to.

12.9 To receive an update from the Parish Plan Action Group:

Cllr Barlow and Cllr Neve had met with Carl Dawdry from the Highways Office at Caister to discuss various problems in the village.

Proposed Cycle Route – a walk starting at North Market Road at the junction of Low Road will take place at 1pm on Tuesday 10 October with Paul Ryan, NCC Countryside Access Officer. A meeting will be arranged following this walk.

Emergency Plan – Tony Tungate and Cllr Barlow have prepared the final report and a meeting of the group will take place to discuss the report. Cllr Barlow is still waiting for the red boxes to be delivered.

13.9 To receive a report from the Village Hall.

The Chairman, Mr Jones, was unable to attend the meeting and Cllr Neve informed everyone that no members of the village have come forward to either join the committee or become chairman following requests in the newsletter, Mercury and a notice on the notice board. The Parish Council would not allow the hall to close. A Christmas Fair may be arranged but on a smaller scale than previous years. Cllr Greensides reported that there is a Village Hall Committee meeting on the 28 September. Highways have agreed to place a post either side of the disabled access from the road into the hall by Christmas.

14.9 To receive an update on Health matters – Cllr Jewell not able to attend the meeting. Cllr Neve suggested that the Hemsby Health Centre be contacted to review the prescription collection being moved back to the Methodist Hall.

15.9 To note correspondence received:

Item 19 – Temporary Traffic Order; Back Path from its junction with Market Place for 30 metres west closed due to the erection of scaffolding at the back of Looms Stores; 2-6 October.

16.9 Items requiring attention/decisions/updates:

Item 1 – The Coast Watch Tower will shortly be having windows put in.

Item 3 – Cllr Child reported that hand held speed guns are now being used in Essex and is very successful.

Items 5, 7 and 11 – Pot holes etc – all reported to Carl Dawdry of the Highways Office at Caister.

Items 10, 14 and 30 – overhanging trees/hedges. Patrick Tabor of GYBC has been contacted by the clerk regarding the trees and this will be sorted out. The Clerk will contact GYBC again regarding the overhanging hedge in George Beck Road .

Item 19 – Request from Bob Atyeo regarding the tree that has fallen into the pond – Parish Council agree to leave it where it is and not trimmed or cut up.

Item 23 – Larger bins at the end of Beach Road – GYBC, Mr Paul Houghton, informed the Clerk that they will replace the two round bins with larger square bins that are outside the toilets.

Item 25 – Village Directory - the Parish Councillors agreed that printing of the updated directory could go ahead.

Item 26 – Street light request – Cllr Barlow reminded everyone that in the Parish Plan it states that there should be no more street lights; there is also no money available from GYBC for the provision of extra lights.

Item 27 – Water on the allotments – 29 Allotment holders written to. 16 replies received by Clerk. 13 against the supply of water, 1 in favour and 2 asking questions – Parish Council will not be taking this any further

Item 31 – Finance Committee have agreed a meeting date to discuss the precepts for next year.

Item 32 – Bus Shelter cleaning – the two young gentlemen, Kevin Brown and Paul Lynham, from Mencap have started cleaning the bus shelter, under supervision, and are enjoying it very much. They have asked the Parish Council's agreement to paint the shelter – this was unanimously agreed by all Councillors.

Item 33 – Bus service – it was agreed that the Clerk should write to First Bus again.

Item 34 – Donation – it was agreed that as the Cricket teams were given a rent free year, by the Parish Council, that no donation was necessary.

Item 36 - It was agreed that the Clerk could attend the CiLCA training course in respect of the Parish Council attaining Quality Status; the cost initially would be £220 but the Clerk would apply for bursaries to bring the cost down.

Beach Road - Cllr Child asked for an update about the footpath down Beach Road and the signs that had been taken away. According to new government legislation there can be no signs if there are yellow lines in the road. New double yellow lines will shortly be put down. It was pointed out that a parking ticket cannot be issued if sand is covering the yellow lines where a car is parked! The signs on poles were preferred. The footpath is on a list with NCC to be completed – no date has been given.

17.9 The Post Office – Cllr Barlow informed every one that in Marsh 2008 the rural subsidy for post offices is being removed and Parish Councils are being urged to write to their MP's for the subsidy to be continued. The Parish Council agreed to write to the MP using the draft letter prepared by the Norfolk Rural Community Council. A petition and individual letters should also be written; a note will be placed in the next newsletter.

18.9 Provision of more bins in Beach Road – already dealt with in Item 16 on the Agenda.

19.9 Hill View Drive - already dealt with in Item 16 on the Agenda.

20.9 Hedges in George Beck Road - already dealt with in Item 16 on the Agenda.

21.9 To receive any items for the next Agenda:-

Cllr Greensides has had a request for a Youth club in the village; a note will be placed in the Newsletter and the second footpath in the village from Winmer Avenue through to The Cobbleways has an uneven surface; the Clerk will report this.

Cllr Neve has handed out forms to residents and also at the Friendship Club to apply for free insulation in houses; help to complete the forms, if required, will be available and a note placed in the Newsletter.

Cllr Neve asked everyone present if there is anyone they would like to invite along to a Parish Council Meeting – can they advise the Clerk and she will make the necessary arrangements.

22.9 The date of the next meeting on Thursday 19 October 2006 at 7.30pm in the Village Hall was confirmed by the Chairman who then closed the meeting and thanked everyone for coming along.
