Winterton Parish Council Minutes

3.4 Public discussion:

Cllr Neve opened the meeting and was disappointed to see only a small number of residents had come to the meeting; especially when he had received a lot of interest regarding the Post Office.

Cllr Neve introduced Stuart Utting from Post Office Services who had come along to the meeting to talk about the services that the Post Office can offer and answer any questions. Prior to Stuart attending Cllr Neve had approached Jane Cotton, our Post Mistress, with a view to putting details of what the Post Office can offer in the village newsletter and web site – Jane had told Cllr Neve that that was not possible as she was not allowed to advertise their services.

Stuart thanked everyone for asking him along and also gave an introduction and background of himself. He then went on to outline what the Post Office Services consist of. When pensions were no longer being paid out at the Post Offices this resulted in some urban and rural post offices being closed – the money for each post office is made by the number of transactions it makes every day. The government will now pay basic costs to maintain rural post offices as they are and that is guaranteed until 2008; systems will be developed to make them more viable after that date. They have a product range of over 200 which includes:-

Personal banking – Barclays, Lloyds, Alliance & Leicester and various other banks. Public pressure needs to be put on the other banks to join like HSBC etc.

Travel services include foreign currency and travellers' cheques can be ordered before 12 noon and delivered by the next day and this is commission free. Insurance for short and long breaks. E111 forms these are being withdrawn and a new medical card issued. Phone cards, car parking and deals to get to the airports and ferries.

Home telephone service in conjunction with British Gas – money saved on bill.

Car insurance – up to £120 can be saved if booked online or by telephone.

Home insurance – 40% savings on this.

Investments, personal loans, flowers by post, stamps to pay bills or anything else.

Car tax can still be purchased over the counter at Hemsby or Martham.

Bill payments and, of course, stamps.

A post office credit card is being launched in the very near future.

Cllr Neve thanked Stuart for coming along and enlightening everyone present and also for the leaflets that he left.

Police Sergeant Caroline Adams and PC Simon Pearce joined the meeting. Sgt Adams had reviewed crimes back to the middle of February and there had only been five reported. Sgt Adams outlined what some of these were. Some had resulted from the youths congregating. Nothing can be done unless they are committing criminal damage but if they are seen the police can be contacted and made aware. Cllr Neve was very pleased to see Sgt Adams and PC Pearce and thanked them for taking the time to attend.

4.4 Report from the County/Borough Councillors :-

Cllr Jermany mentioned wheelie bins and Cllr Greensides said he was not happy with the situation at his parent's house and had spoken to Cllr Weymouth. Patricia Page is the person to contact regarding problems with wheelie bins, bottle banks etc on 440662.

Cllr Weymouth reported that the old cars on Mill Farm House bend have now been removed and that a barrier is soon to be placed on the grass on the corner of George Beck Road and The Craft to stop the transporter parking.

5. 4 Confirm minutes of previous meeting: - The minutes for February, with a minor change, and March were signed by the Chairman.

6. 4 Matters arising from the previous minutes – not on the agenda . Nothing to report.

7.4 Planning Applications/Decisions:-

Six holiday units with car ports on site of former swimming pool at Winterton Valley Estate. NO OBJECTIONS

Change of use of existing office/store to single residential unit with assoc car parking at Broadview, King Street . PASSED WITH ONE OBJECTION

Decisions :

Tree Preservation Order, Maintain small hanging branches to a height of 2.5 metres of the Ash tree at Ash Lodge, Back Path – GYBC APPROVED

Demolition of single storey extension and erection of two storey extension with integrated double garage at Church Farm, Black Street – GYBC APPROVED

25 March 2005 - £35 cheque received from Somerton Parish Council in respect of a payment towards the training evening held last year.

18 April 2005 - £10,858.50 cheque received from GYBC in respect of precepts for Winterton Parish Council.

Both cheques paid into account.

Cllr Neve explained to those present how the payment for Duffles pond had come about involving Bob Atyeo and the previous Clerk.

9.4 Coastal Erosion

Terry Byrne reported that the AGM had been held and the Committee voted in again to continue their good work. They have sent a response to the Shoreline Management Plan rejecting it. Terry attended a presentation held by Hanson this week regarding their application for a dredging licence which will be objected to. A newsletter for the village to be produced in the near future.

10.4 Project Steering Group

Cllr Neve reported that funding was being pursued for this but the County FA do not accept our plans as they are at the moment - they do not meet their requirements in respect of the Child Protection Act. He has also contacted BIFFA (a funding application already sent to them) and explained what has happened regarding the FA. The project is on hold at the moment and will not be built this year as was hoped.

11.4 Parish Plan Action Group

Cllr Barlow updated everyone on the meeting held on the 7 April 2005 .

  • Large dog fouling notices have been placed around the village.
  • Composting at the allotments – GYBC have been approached for a giant composter and Thermaglow is also being asked for pellets.
  • Thirty letters have been sent to the various groups regarding litter picking days and the Environmental Ranger will be in attendance.
  • Hemsby Medical Centre – Chris Thompson, Practice Manager for Coastal Villages attended a meeting with residents to hear their comments and the meeting was very constructive. Everyone is being kept informed and a suggestion was made to form a group of the four villages to meet and progress items raised.
  • Home Watch – following appeals in the last two Newsletters 10 inquiries have been received and it is hoped to generate more interest following a meeting on the 5 May.
  • An audit on the Action Group will be carried out on what has happened and any outstanding Parish Council actions, with the outcome, will be reported at the next Parish Council meeting.

12.4 Village Hall

Chairman, Sheila Whisker, reported that everything is going smoothly regarding maintenance, cleaning and fund raising. The charges for the hall were raised by a small amount due to prices rising from the 1 April and it is hoped to pay a gratituity to a cleaner when appointed. Lights stolen and drainpipes and guttering damaged by vandals – reported to the police – and an estimate will be obtained before deciding whether to claim on the insurance. The porch has been changed and a ramp purchased in respect of the Disability Act. Cllr Neve thanked Mr Harold Jones for his efforts to get this done.

13.4 Correspondence Received:-

Trafalgar weekend – a dinner is being held in the Fisherman's by the Marine Cadets to celebrate this.

Bob Atyeo gave a report on Winterton In Bloom which included the Duffles Pond project and the events coming up - Open Gardens 9 and 10 July and Winterton In Bloom judging dates - a notice with the details has been placed in the Notice Board. Cllr Jones proposed a vote of thanks to Bob Atyeo for his hard work – everyone agreed.

14.4 Items requiring attention/decisions/update log:-

1. Cobbles in wall around green by Fisherman's Return – Cllr Neve asked the Councillors to think about this as the original quotation has risen to £1900 and various suggestions were made to try and get this completed more cheaply. Cllr Neve will obtain another two quotes and Winterton In Bloom will be approached about looking after this. A decision to be made at the next meeting.

2. Coast Watch – Mr Alan McMurchie updated everyone on the position with regard to the two units in the car park on Beach Road . Planning permission was submitted in January and it has just been agreed, subject to conditions i.e. the colour paint used on the units, details of the type of fencing to be used and where the units will be positioned in the car park. £6,000 has been raised which includes public donations and everything is in place to get this up and running. Cllr Jermany, who is Chairman of the Planning Committee at GYBC, stated that planning permission would be granted but questioned the credibility of the relationship between Coast Watch, the Coastguard and Lifeboat teams – Mr McMurchie did not agree there were any problems and as time was short a discussion did not take place. Cllr Neve thanked Mr McMurchie for his continuing efforts on this project.

3. Lantern Cottage – GYBC Planning Officer, Mr Edward Gilder, had replied to an email sent by the Clerk and this was read out by Cllr Neve – nothing further will be done about this.

4. Path for pushchairs by the Playing Field car park – Cllr Neve has made inquires about this and it would seem that a large section of the planted area would have to be taken up, disabled access would also be required and the cost would be expensive to get this actioned. It was agreed to not go ahead with this due to the cost involved.

6. Charity Commission – letters have been sent inviting the Trustees to attend a meeting on the 4 May 2005 in the Village Hall – the Vicar is also being invited in an effort to finalise this.

7. Playing Field lights – Due to the inefficiency of Newey & Eyres Electrical wholesalers the lights will now be ordered elsewhere.

8. Archiving of Minutes – A suggestion has been made to place them in the Church providing permission is granted and have the space. Cllr Greensides proposed and was seconded by Cllr Cornish and agreed by everyone that the Minutes be retained in the village. Cllr Neve to approach the vicar, Mark Kitchenside.

9. Visit to Norfolk Records Office – Cllr Jones and Barlow expressed an interest in attending on the 17 June.

10. Round Norfolk Relay Race – it was agreed to notify them that they would be unable to use the car park and toilet facilities on the 24 September due to the fact that the bowls club have a home match and will be using the car park and facilities.

14. Resignation of Councillor – Cllr Neve reported that the Vice Chair Trudie Glazebrook had resigned from the council through personal time pressures and he asked that an expression of thanks be recorded in the minutes for all the work done during her time as a Councillor

A notice of a vacancy on the PC has been placed in the notice board and the Borough Council have been informed. Two names have so far been advanced.

16. Obstructions on the beach – Mr McMurchie of Coast Watch has suggested that a hand out be given to visitors warning them of this – it was agreed that Cllr Neve would contact GYBC and see what they have to say.

15.4 Items for the next agenda:-

i Dogs attacking people on the beach – an Environmental Ranger to be invited along to a meeting to answer questions raised.

ii English Nature has asked for signs to be placed asking visitors to walk their dogs to the south because of the Terns. RSPB want to place a hut on the beach so that a 24 hour watch can be made by the wardens – Cllr Neve has agreed to this but waiting for confirmation in writing from them

iii Cllr Greensides asked if there is a right of way through the Winterton Valley Estate to Long Beach – it was agreed that Cllr Hodds would investigate this and report at the next meeting.

iv Cllr Jones asked if an item could be placed in the Newsletter warning everyone about the snakes in the dunes as one of the warning signs put in place has been removed.

v Cllr Barlow reported that tractors are coming out into Somerton Road on the bend and could cause an accident – a letter will be sent to Somerton Parish Council expressing the concerns of Winterton Parish Council.
