The ten residents that attended were welcomed to the meeting.
1.2.08 To consider apologies for absence: The apologies were received and accepted from Cllr Neve, Borough Cllr Weymouth and County Cllr Shrimplin.
2.2.08 Declarations of interest:
Cllr Barlow declared a personal interest in the Parish Plan Action Group. Cllrs Jones and Barlow declared personal interests in the Village Hall Committee. Cllr Barlow declared a personal interest in the Planning Application for Thai Court and Cllr Greensides declared a personal interest in the Planning Application proposing a detached bungalow and garage adjacent to Seaview, Bush Road.
3.2.08 Public discussion:
Dog fouling - A resident of Bush Road asked if the dog wardens will be able to police Bush Road which is private property. Following a discussion it was agreed that the Clerk would contact GYBC to find out if the scheme is still operating, if training is available and if the dog warden has any authority in a private road. It was also reported that there is still dog fouling in Winmer Avenue, at the end of North Market Road and, despite a letter being sent to all residents, in Hill View Drive.
Parking of a car on the bend in The Craft, near the entrance to George Beck Road – it was agreed that Cllr Jones would speak to the owner of the car.
Padlock for poles – Cllr Neve has purchased a padlock for the poles around the grassed area on the corner of The Craft and George Beck Road; GYB Services will have a spare key to enable them to cut the grass.
Allotment – a request by Mr Barnes for an allotment with easier access for composting purposes; this has been put on the waiting list for allotment holders.

6.2.08 To confirm minutes of the previous meeting: Wording to be added to the minutes for January, Item 14.1.08; they will be signed at the meeting in March.

06/08/0067/F – Kitchen/diner, bedroom, dressing room, en-suite, ground floor granny annex (bedroom, living room, shower room) at Thai Court, Bush Road. WINTERTON PARISH COUNCIL HAD NO OBJECTIONS.
06/08/0100/F – Proposed detached bungalow and garage adjacent to Seaview, Bush Road. WINTERTON PARISH COUNCIL HAD NO OBJECTIONS. (A resident of Bush Road was present at the meeting and raised a concern about the siting of the electricity pole).
Planning decisions:
06/07/1059/F – Alterations to replace flat roof with pitched, rebuilding chimney stack and fitting new roof light at High View, Bush Road. GYBC APPROVED.
Trees at the Old Rectory, Somerton Road – elder reduced in height to 4-5 metres and two conifers reduce in height to 4-5 metres. GYBC APPROVED.
06/07/1065/CC – New lantern house structure to replace existing at The Lighthouse. GYBC APPROVED.
06/07/1045/F – Dormer and exterior stairs to rear of premises to form new fire escape to first floor accommodation at The Fisherman's Return. GYBC APPROVED.
06/07/0510/F – Replace existing garage adjacent to The Doghouse, Old Chapel Road. GYBC REFUSED.

To receive recommendations from the Finance Committee following requests for donations:
Norfolk Accident Rescue – following a brief discussion it was agreed that Cllr Sharples would find out more information about this service and report at the next meeting.
Dawn and Karly Clegg in the Flora London Marathon – The Parish Council did not want to establish a precedent for donation requests in the future and this was refused although some Councillors agreed to make their own private donations.
Crusaders/Rainbows – village Easter egg hunt – the background to this request was given to those present by Cllr Barlow. Cllr Sharples has negotiated with Loomes shop that the eggs can be purchased at a discount. It was felt that future events should be self supporting. Due to the timing of the event a donation of £50 was agreed but that it will be pointed out that this is a one-off donation.
Coast Watch – donation towards the cost of creating disabled access of £750. It will be respectfully suggested that Coast Watch apply to the Millennium Committee for a donation from them.
10.2.08 To receive an update on Coastal Erosion: Terry Byrne reported that the SMP should have been discussed at cabinet in February and was disappointed to hear that the feasibility study of the rocks at Scratby had been stopped. The group will continue to monitor the area at Winterton on Sea and will give another report after the next group meeting.
11.2.08 To receive an update from the Village Hall Committee: There will be a joint meeting of the Parish Council and the Village Hall Committee on the 28 February to discuss the lease. A response has been received from Norfolk Property Services, which was read out by Cllr Barlow; copies of this will be distributed to Councillors at the meeting on the 28 February. It was suggested to invite County Councillor Jim Shrimplin along to the meeting.
12.2.08 To receive an update from Councillors on their responsibilities:
Cllr Barlow:
Bus stop - Concern raised about the posts removed from the bus stop in Winmer Avenue which caused a resident to fall over – this has been reported.
Low Road – the willow tree outside Mr Chapman's house is unsafe. The Clerk was asked to contact NCC, Paul Ryan, to obtain a definitive answer on who owns Low Road.
Cllr Blayney:
Insurance on for Changing Rooms – it was suggested and agreed that the sums insured for buildings be increased to £70,000 from £959 and that the contents be increased to £20,000 from £824. The Clerk was also asked to query the figure of £22,949 on the Renewal Notice.
Playing field - A contact number was given for the farmer who was going to roll the field which had been previously damaged by his cattle.
Cllr Greensides:
Finance – The Audit Commission will be appointing their own internal Auditors; the final forms will be sent to them having been completed by the Parish Council internal auditor.
Charities: The criteria for assessment of claims has been discussed and forms will be produced; a meeting will be held shortly.
Drainage – it has been reported that foul water is going into the dyke from the Seal Hospital. This will be reported to the GYBC Environmental Office by the Clerk.
Cllr Harrison:
Telegraph poles – work to put the cables underground has started in Beach Road.
TV reception – A letter was sent to EON and a response has been received which states that they will be in contact when they have more news.
Caister tip – 75% of this is now owned by May Gurney.
Cllr Hodds:
Allotments – Mr Guyton's allotment has been flooded by water from the Playing Field. Water running from the eastern corner of the field into Low Road; could a drainage ditch be dug.
A query was raised about the plot numbers allocated to each allotment holder; this will be investigated as some numbered posts have been moved around and differ from the map.
Cllr Jones:
Nothing from the School to report.
An elderly resident was unhappy with the contact from Physiotherapy; this will be looked into by Cllr Blake.
Cllr Sharples:
Quality Status – a meeting was held recently and three areas were identified to be updated; Annual Report, Communication and Finance. It was agreed that Parish Council surgeries will be started again and dates will be announced after the elections. A calendar of meeting dates will be set up for the Parish Council. On the 10 March an informal meeting will take place which invites residents of the village to come and meet the Parish Councillors to ask questions and, hopefully, become a parish councillor; details will be in the newsletter.
Cllr Blake:
Health – a meeting with the Coastal Villages Practice at Hemsby was attended and it was reported that patients are making appointments and not keeping them; 19 people from Winterton have not attended. The doctors are moving around and Dr Taylor will be coming to Hemsby on a permanent basis. ID badges will be worn by staff, the centre is being redecorated it will have new signs and extra information boards. The PCT infection control team have looked at the contamination from the booking screen and reported that there is no risk of infection from this.
Norfolk Police Authority open meeting – Cllr Blake attended the meeting and a report was read out to everyone present.
13.2.08 To note correspondence received:
Item 11 – NRCC meeting re Post Office closures – will be attended by Cllrs the Clerk will book places.
Item 12 – A resident suggested that the PC 25% towards funding a flashing speed light on Somerton Road. This was discussed and agreed to contact the resident stating that nothing would be given by the Parish Council and that there is no involvement by the Parish Council with the Millennium Committee funds.
Item 13 – Support for the Yare Barrier – to be considered at the next meeting.
Item 16 – Retirement of Stuart Chaplin from NCAPTC – letter of thanks to be sent.
14.2.08 Items requiring attention/update:
Item 4 – Chain across entrance to the grass on the playing field. A padlock for the use of the Parish Council has been purchased for the chain which has been placed on the barrier at the entrance to the grass on the playing field to stop cars parking on the grass.
Item 11 – repairs are in hand for the wall around the grassed area on the corner of The Lane and King Street.
Item 13 – Back Path – some patching has been done by Highways.
Item 20 – Lifeguards – it was agreed to approach GYBC to ask if Winterton could have a lifeguard on the beach in 2009.
15.2.08 To receive items for the next agenda:
Cllr Hodds – motor vehicles left in the field at the end of Low Road.
Resident, Mr Barnes – The Parish Council can obtain a concession of £40 per ton removed from land fill.
