1 .10 Apologies: Anne Child
2.10 Declarations of interest : Cllrs Barlow, Child, Jones and Harrison - Parish Plan Action Group. Cllrs Jones and Barlow - Winterton in Bloom. Cllrs Greensides and Jones Village Hall Committee.
3.10 Public Discussion:-
Cllr Neve welcomed everyone who had come along to the meeting and the representative, Mr Bob Richiardi, from First Eastern Buses who had been invited along to answer questions.
Mr Richiardi gave a brief background of his career in the company; he joined as a conductor and progressed to his present post as Acting Traffic Superintendent. (Mark Sylvester who previously attended has moved to another post).
He outlined the position at the moment there are no immediate changes due on the 1a services. At the end of the year there will be a running time review of the buses and actual times may be adjusted. The bus that runs to Stalham will stop as Norfolk County Council are cutting the subsidy at the end of the year. The buses being operated at the moment are not in a good condition and are waiting for low floor vehicles on the Martham to Lowestoft route. Discussion followed on low floor buses being used in other areas.
Cllr Jones asked what has happened to the buses in the afternoons; no buses for two or three hours on the timetable; a lady who had just visited the doctors was very upset at having to wait so long Mr Richiardi replied that The buses in the afternoons are collecting the children from school. He sympathised with the problem but added that there is nothing he can do as he hasn't got enough buses.
Other concerns raised were:-
Buses travelling very fast when leaving the village green and going past the school.
Buses running early and not following the entire route.
It was agreed that Mr Cliff Hussey, the Operations Manager at the head office in Norwich should be contacted regarding the problems experienced Mr Richiardi said that he would also pass on these comments.
The following concern was raised and will be passed to Gordon Hanning at County Hall:-
When the Government bring in free bus passes for pensioners will the bus service be cut back even more because they will not be getting as many cash customers?
Cllr Neve thanked Mr Richiardi for coming along to the meeting.
Mr Longman reminded everyone that back in August the owner of Lantern Cottage was going to put up screening around the observatories but now the owner has changed his mind. This is an ongoing problem being dealt with by the Planning office at GYBC who will keep the Parish Council informed.
The problem of the elderly resident who has four dogs and does not clear up after them was also raised. Paul Shucksmith, the Environmental Ranger, is dealing with this and Cllr Neve will contact him to find out what the position is. Social Services are putting in a new shed and fence round the property.
4.10 Reports from County Councillor/Borough Councillor
Cllr Shrimplin reported that there is a petition opposing the Hemsby Bridge removal. The start of this work has now been delayed until early January and will last for twelve weeks. During the twelve weeks more traffic will be going through Winterton.
Mr Jones had contacted Cllr Shrimplin regarding the wheelchair access from the road outside the gates of the village hall. Cllr Shrimplin replied that it is the responsibility of Norfolk Property Services but that the lease was signed before the Disabled Act became law and they are not responsible; Cllr Shrimplin still dealing with this. Cllrs Neve and Barlow had had a meeting with Andrew Nicholson of Highways Office at Caister and this problem was discussed; hopefully something may be done at this.
Wheelchair access has been made available for the resident on The Craft where the railings had been put up.
Cllr Weymouth read out a letter stating that the Burghley Hall gamekeeper will deal with a complaint about rats around the seal hospital. The Clerk has also been liaising with the GYBC pest controller and environmental officers.
5.10 Previous Minutes these were agreed and signed by the Chairman.
6.10 Matters arising from the minutes Cllr Neve asked on behalf of Mr Tungate, the Web Master for the village web site, if the minutes can be put directly on the web site following the meeting, as is the practice of other Councils. Following a discussion where it was stated that a disclaimer should be put on the minutes that they are only in draft form until signed by the Chairman and agreed by the Parish Councillors. The Clerk will contact Stuart Chaplin of Parish &Town Councils to confirm if this practice that can be followed.
7.10 Planning Applications:
Kitchen/utility extn, with new pitched roof and conversion of garage/store room to granny annex with office and storeroom at Sunnyview, The Craft PARISH COUNCIL NO OBJECTIONS reservations about parking were raised but nothing can be done as there are no yellow lines in that area.
Rear extension at Littleport, Back Path PARISH COUNCIL NO OBJECTIONS.
Planning Decisions:-
Sycamore tree at the Lighthouse, The Holway GYBC Approved the removal of tree located in the centre of the garden to the west of the lighthouse.
Conservatory at 35 Long Beach Estate GYBC Approved.
Change to four semi detached properties at Hales House GYBC REFUSED.

Following a meeting on the 7 October 2005 the Finance Committee asked the Parish Council to consider the following proposals (all Parish Councillors had received copies of the relevant information prior to the meeting):-
It was proposed by Cllr Blayney, seconded by Cllr Barlow and by a show of hands all Councillors agreed.
i Precepts for the financial year 2006/07; no increase in parish rates . Signed by the Chairman.
ii Move £7,000 from current account to deposit account to earn interest and transfer back to the current account when necessary.
iii Allotments give one year's notice in 2006 that the yearly rate will go up in 2007 from £3.50 per allotment to £4 per allotment.
iv Reprint the village directory (£350) this to include emergency procedures prepared by the Parish Plan Group when agreed. To include updated details on the Charities.
v Overtime payment to the Parish Clerk from October 2004 September 2005.
Proposed by Cllr Barlow and seconded by Cllr Jones. The Clerk to claim on a monthly basis in the future.
vi Purchase of a sit on mower this will be discussed again in the new year.
10.10 Update from the Coastal Erosion Group
Terry Byrne reported that a newsletter has been sent out. He attended a Back to Nature meeting. Had concerns about the inaccurate press coverage regarding the flood plains recently he hopes that the group will be able to ease any concerns of the residents about erosion as it is not that bad. Waiting for a decision on dredging. As there were lots of objections to the SMF this has died a death.
11.10 Update from the Project Steering Group (Playing field).
Cllr Harrison reported that two lights, to replace those stolen, have been fitted. Doors replaced and they will be painted soon. Contacting the Bowls club to put lights on their side of the field so that the area will be lit up better. Practice nets will be put up for the use of the village.
Cllr Neve reported that there is no news from the architect he has the necessary information to complete the new plans to the requirements of the Football Association; three estimates to be obtained and then funding applications can be sent off to the FA and to BIFFA.
12.10 Update from the Parish Plan Action Group.
Cllr Barlow reported that the meeting in October had been cancelled. A meeting had been held with the Parish Councillors, Clerk and Mr P Warner and Mr E Gilder of the Planning Department at GYBC this meeting which was very interesting and informative. Mr Gilder is sending details of possible objections that residents can make to planning applications.
Cllr Weymouth was asked to contact the Doctors' Practice Manager, Chris Thompson, to arrange another meeting with the Doctors; asking for a report on the questionnaires that have been recently completed by the residents.
Three new home watch schemes have been put in place but the co-ordinator has received no information or contact by the police, even after being reassured that this will not happen; the Action Group will address these issues.
Emergency procedures it was believed that the current evacuation centre is the school but the school were unaware of this and staff have not been trained Cllr Barlow will contact NCC about this. It was suggested that Hermanus be the evacuation centre and it was agreed that they should be sent a letter. The village directory will include the emergency procedures to cover any potential hazard when reprinted.
The Millennium group will be having a meeting to hear the update of what is happening and everyone in the village will be kept informed. Cllr Neve has been invited to attend.
Zig zag lines should be in place outside the school within the next three weeks and soil is being deposited at the hammer head in Beach Road to bridge the gaps this follows a meeting held with Andrew Nicholson of Highways at Caister and Cllrs Neve and Barlow.
13.10 Update from the Village Hall Committee.
The Village Hall Chairman, Sheila Whisker, apologised for not attending the previous meeting.
The summer fare was well advertised and Sheila thanked Harold Jones and Terry Byrne for putting up the bunting - this raised £316.
The information about the Village Hall has been updated on the web site following agreement by the Committee.
Sheila was grateful for the help of Jim Shrimplin to get the disabled access from the road sorted out.
A new project is to replace the shower facilities Harold Jones is obtaining three quotes for this.
A payment for an insurance claim for the stolen lights and broken guttering has been received from Zurich Insurance.
New signs asking for cars not to park in front of the gate have been put up by Terry Byrne.
The Christmas Fare is on the 26 November with lots of raffle prizes and books for sale.
The Village Hall now has its own headed paper.
The Village Hall is running at a very low profit and more regular users are required.
14.10 Update from Parish Council Surgeries.
The last surgery had been cancelled. The next surgery is on the 3 November with Cllrs Barlow and Greensides at 7.30-9pm in the Village Hall.
15.10 Report from the In Bloom Team on the achievements in 2005.
Bob Atyeo, Chairman of the In Bloom Team, very kindly came along to give a report on the achievement of the Village in the In Bloom competitions and thanked everyone for their efforts. Duffles pond was opened by the Mayor and Mayoress of Great Yarmouth on the 7 October. The Parish Council agreed that the pond will be opened at weekends between 11am 3 pm and that the Marines can clear the pond in accordance with the advice given by the Norfolk Wildlife Trust. The Council offered their thanks to Bob and the In Bloom Team for another successful year.
16.10 Correspondence log
Letter received from NCC, Children's Services asking for a member of the Youth Services to attend a future meeting to be agreed at the following meeting.
Cheque for £25 received from Round Norfolk Relay Race for letting the competitors use the toilet facilities on the Playing Field.
17.10 Items requiring attention/decisions/update log:-
Item 1 Coast Watch Everything going ahead.
Item 2 Poor's and Braikenridge funds Cllr Neve asked if he could be notified if anyone attending the meeting was interested in becoming a trustee of the charities or if they knew of anyone that would be interested.
Item 4 Community Wardens no reply has been received to the numerous telephone calls made to John Hamsworth requesting information on this. It was agreed that a notice be placed in the Newsletter asking for more volunteers.
Signs for the Allotments waiting for estimates to be received.
Cllr Neve had received a complaint of a resident parking on an amenity area at the back of his own property. A letter was placed on the vehicle asking him not to park and he telephoned the Clerk and consequently showed her a copy of a letter from GYBC giving him permission to park (a copy was taken of this letter). Cllr Greensides pointed out that there is a car park available for the residents.
18.10 Items for the next agenda there were no new items for the next agenda.
19.10 The next meeting will take place on Thursday 17 November at 7.30pm in the Village Hall
