Winterton Parish Council Minutes

Nine residents were in attendance which included the PCSO.

1.9 To consider Apologies: Apologies were accepted from Cllr Harrison.

2.9 Declarations of interest: Cllr Barlow declared a personal interest in the Parish Plan Action Group. Cllrs Jones and Barlow declared personal interests in the Village Hall Committee.

3.9 Public Discussion:

It was reported that the Youth Club is aiming to start a drop-in centre in late October or early November at the Methodist school room. A request for helpers will be placed in the newsletter.

PCSO:-

There was nothing crimewise to report.

An item on the project for speed watch will be put in the newsletter.

In mid-October the Princes Trust is coming back to Great Yarmouth and Caister; is there anything that the Parish Council can suggest for them to do eg cleaning beaches and sprucing hedgerows.

Quad bikes on the beach have been adopted as a priority to get this stopped.

The ice cream van may be stopped from coming on the beach.

Parking on Winmer Avenue – the resident has been spoken to and this will be followed up.

4.9 Report from the County/Borough Councillors: Cllr Weymouth reported that she is heavily involved with the Shoreline Management Plan and asked that at any meetings on the SMP it should be highlighted that flooding could come in from the “back door” at Horsey. Cllr Weymouth is also looking into Footpath No. 10 as requested by the Parish Council

5.9 To confirm the minutes of the previous meeting : It was resolved to approve the minutes of the previous meeting which were signed by the Chairman.

5a.9 A new Councillor, Lynda Sharples, was co-opted onto the Parish Council and welcomed by the Chairman. Lynda signed the Declaration of Acceptance of Office passed to her by the Clerk.

6.9 Report matters arising from the minutes not already on the agenda; for information only. No matters arising.

7.9 Planning Applications/Planning Decisions:

Planning Applications :-

06/07/0782/F – Single storey conservatory and porch at Spring Cottage, Bush Road, Winterton. The Parish Council had no objections.

Planning decisions:

06/07/0599/F – Demolition of conservatory and erection of extension to form additional bedrooms and bathroom at 22 The Cobbleways. GYBC Approved.

06/07/0580/F – Proposed detached garage at Eastern Lights, Beach Road. GYBC Refused.

06/07/0401/O – Sub-division of garden to form 2 no. plots for erection of 2 no. 3 bedroomed cottage style dwellings at site to the rear of 2 Hillside Cottages, North Market Road. GYBC Refused.

06/07/0499/F – Two x 7m radio serial masts (one with attached 3m aerial and other with 7m aerial) in rear garden of 15 George Beck Road. GYBC approved.

9.9 Coastal Erosion – It was reported that the Coastal Erosion group have been invited to a meeting by GYBC for a consultation on the Shoreline Management Plan. GYBC requested that Winterton Parish Council and Scratby Parish Council have a joint meeting regarding this plan - the meeting is provisionally booked for Monday 1 October 2007 at 7pm; venue to be advised and meeting confirmed.

10.9 To receive a report on the Village Hall:

A letter has been received from Norfolk Property Services. I t would appear that they had misinterpreted our original letter. A response has been sent following the agreement of the Parish Council and the Village Hall Committee.

11.9 Update from the Councillors on their responsibilities:

Cllr Barlow – Children's playground - the new play equipment is to be installed very shortly.

•  Cycle Path – no trial run has been arranged before half term.

•  Audit of the Parish Plan – the background was explained to the residents present and Cllr Barlow was thanked for her hard work in preparing an excellent audit paper. It was resolved to accept to the recommendations in the Audit and was proposed by Cllr Greensides and seconded by Cllr Jones.

•  Emergency Plan – still waiting to hear about the red box but will carry on with this.

Cllr Blayney - Cricket Club – have paid their dues for 2007 - £315.

Football Club – will be contacted about their dues.

Lease – two signatures were agreed and the draft will be sent back to GYBC for it to be drawn up and then signed.

Cllr Greensides - Charity – At a recent meeting a chairman, treasurer and a secretary were elected. The banking arrangements are being looked into; two new accounts will be opened. The next meeting is in October and following this the contact names of the trustees will be put in the newsletter.

Cllr Harrison - Telegraph poles – it was noted that these have not yet been taken

down along Beach Road.

Cllr Hodds - Fishing – nothing to report.

Allotments – complaint received from an allotment holder regarding a young lad cycling over his newly raked plot; this has been resolved.

Cllr Jewell - Flu Clinics/Blood pressure checks – details are in the PC notice

board and will be put in the next newsletter.

Quality status – the next meeting is on the 8 October.

Cllr Jones - Elderly – nothing to report.

School – nothing to report a request was made for the school to update their details on the web site.

Cllr Neve - Highways – A meeting was recently held with NCC and the following

raised:

•  The hedges on the S bend, Hemsby Road, will now be cut down in October.

•  The exit from the field in Bulmer Lane has been opened up.

•  No drainage in The Craft.

•  Hill View Drive soak aways looked at.

•  The Village Green/Winmer Avenue bus shelter area – rain

•  water and sewerage problems.

•  The sub station is working at full capacity under normal conditions.

•  Black Street, Silver Birch, puddles.

•  Kings Corner/Broad View – concerns raised about the unmade road condition now that work has started on the shop and the Acacia trees that could be taken down.

12.9 Correspondence – two requests for donations were received and these will be reviewed at the Finance Committee Meeting in October.

13.9 Items requiring attention/update: following a request for flashing lights on Bulmer Lane it was agreed to find out the cost of the smaller flashing signs.

14.9 Post office closures – this will be watched very closely.

15.9 To change the date of the Parish Council meeting in November – this will now be held on Thursday 29 November at 7.30pm in the Village Hall.
