Winterton Parish Council Minutes

20 January 2005

Present: David Neve, Trudie Glazebrook, Alan Hodds, Keith Harrison, Di Jones, Chris Barlow, Doreen Cornish, Richard Greensides, Pam Winter

Cllr Neve opened the meeting thanking the 18 residents that had braved the weather to come along.

1.1 Apologies: Cllr Anne Child

1.2. Declarations of interest: Clls Barlow, Child, Jones, Glazebrook and Harrison - Parish Plan Action Group. Cllr Barlow - Winterton in Bloom. Cllrs Greensides and Hodds - The Holway. Cllrs Jones, Hodds and Greensides - allotments.

1.3. Public Discussion:
Dog fouling - a resident asked what can be done about it. Cllr Neve stated that it is an action in the Parish Plan and that he had also been in contact with the Environmental Dept at GYBC and had received notices to put around the village on lamp posts etc. The resident stated that there is a notice on the lamp post outside her house but that the dog fouling still continues. Witnesses are needed who will complete a statement as well. Borough Councillor George Jermany who attended the meeting added that the residents should contact the Parish Councillors who in turn should keep everything low key but send a letter from the Parish Council to the person caught letting their dog foul.

Sergeant Caroline Adams from Caister joined the meeting at this point. First of all she apologised for the absence of a colleague, who was going to talk about ASBOs as she has gone down with a virus.

Sgt Adams stated that since October it would appear that the main problem in the village is damage to motor vehicles. Extra patrols are out in the village and also plain cars which will continue mainly in the evenings and at weekends.

Sgt Adams reported that there is a pattern of burglaries in the area at the moment. It seems that a man and a woman either park their car, walk or are on bikes and are looking for access to properties over fields to break in. This is during the day between 2pm and 5pm. Sgt Adams reminded residents to lock back doors and windows even if they are going out for a very short time - the burglars take their time and someone could come back and disturb them. A resident asked what sort of force they should use if they found anyone in their home - Sgt Adams suggested using whatever force is necessary.

Cllr Neve reported that the Crime Prevention Officer, Pat Bailey, has booked the Church Room for the 23 February at 7.30pm and will talk about all aspects of preventing crime and securing our property. Dave Tebbits, Chief Co-ordinator of Homewatch will talk about Homewatch and encourage others to take part in further schemes in the village.

Cllr Neve added that since before Christmas the vandalism appears to have stopped apart from two spotlights stolen from the top of the changing rooms on the playing field - which have been reported to the police and arrangements are being made to replace them.

A new resident in Bulmer Lane raised his concerns about the speed limit of 30mph. This has been discussed many times in the past and is part of the Parish Plan; where it is proposed that a 20mph limit is imposed in the whole village but as a medium term action. Cllrs Neve and Barlow are meeting with Matt Worden from the Highways Office at Caister and this will be discussed with him. Discussion followed on the possibility of having speed traps - Sgt Adams will pass this on to the Traffic Division. Cllr Glazebrook and Tony Tungate are taking this issue forward as part of the Parish Plan Action Group and will be meeting next week - Cllr Glazebrook will contact Sgt Adams about this and report back at the next Parish Council meeting in February. It was suggested that the builder of the new development proposed for Bulmer Lane be asked to contribute towards a flashing sign as the new eight houses could mean an extra 16 cars using Bulmer Lane.

Cllr Neve thanked Sgt Adams for coming along to the meeting.

A resident said that in the last minutes it stated that County Councillor Shrimplin said that a footway will be put on the North side of Beach Road - the resident said it would be better if the footpath was put on the South side of Beach Road to stop anyone crossing over the road from one side to another. Cllr Neve said that this would be taken up with Mr Worden of Highways Office.

1.4 Reports from County/Borough Councillors: Borough Councillor George Jermany attended the meeting and brought up the question of wheelie bins that have been delivered to the village and will be emptied from next week. The reason wheelie bins have been supplied is to reduce the cost of collection. Cllr Neve had received numerous calls from residents who are worried about using these bins - at the end of a lengthy discussion about this problem Borough Cllr Jermany stated that residents should contact the Help Line telephone number in the booklets that arrived with their bins. Cllr Neve stated that the Village Hall and the Playing Field do not qualify for bins and they will have to be purchased and collection arranged. Also, what will happen to the grass cuttings collected from various sites in the village after GYBC have cut the grass - these are normally taken away in the black bags. The question was raised about the bins being emptied for holiday homes.

1.5 Minutes of the last meeting - these were signed as a true copy by Cllr Neve and also the minutes for November that had been amended with the addition of Cllr Weymouth's name.

1.6 Report Matters arising from the minutes not already on the agenda for info only. Cllr Greensides had noticed that in the reply received from First Buses it did not cover the point raised about buses not coming into the village - this will be raised with First Bus.

1.7 Planning Applications/Decisions - Cllr Neve reported that he has still not received official confirmation that the revised plans for the development in Bulmer Lane have been approved. Cllr Neve had been prepared to attend the Planning meeting but he had been told by Mr Graves of GYBC Planning Dept that he had to give a weeks notice. Following a discussion on this in which Cllr Jermany stated that the GYBC Planning committee have to give planning reasons to stop this development if it complies with the building regulations. This particular development had had conditions placed on it and until the developer agrees to these conditions then planning permission will not be given. It was agreed that in future if any plans are refused Cllr Neve would ask Cllr Jermany for his guidance.

  • Porch/conservatory and greenhouse within garden - 4 Rowan Court, North Market Road. NO OBJECTIONS

1.10 Coastal Erosion - Terry Byrne informed everyone that there is a meeting on the 4 February at 7pm in the Parish Church; there will be an informative brief and a video in the presentation - specialist guests have been invited along and it is hoped that all questions raised will be answered. He has also attended a Shoreline Management Plan meeting with Cllr Harrison. A newsletter was delivered in the village before Christmas.

1.11 Project Steering Group - Cllr Neve updated the meeting on the latest position following a meeting held recently. Planning permission and building regulations have been passed and the committee is looking for someone who can help produce a business case so that funding can be applied for. Cllr Neve asked if those residents present knew of anyone that could help produce a business plan.

1.12 Parish Plan Action Group - Cllr Barlow gave an update to the meeting on the report that had been previously copied to the other Councillors. Cllr Barlow asked if the Parish Council would agree to various items proposed in the report:-

  1. Housing and Development - Proposals agreed by Councillors
  2. Update on Hemsby Medical Centre - this report to be included in the next Newsletter - no objections to the wording.
  3. Environment - the majority of proposals accepted but the view was expressed that the allocation of part of our allotment for village composting could prove unviable and the experiences of Filby were reported.
    It was agreed that a separate meeting be arranged to address the five questions in the Questionnaire which related specifically to Parish Council activities.

Borough Councillor Shirley Weymouth joined the meeting at this point.

1.13 Post Log - Cllr Greensides asked if an updated copy of the post log is produced for all Councillors at the meeting.
Winterton First School - change of age range - Would Parish Council agree to write a letter of support - full agreement - Cllr Glazebrook to deal with this.

1.14 Items requiring attention/decisions/updates:

Item 6 - Village Hall - Mrs Sheila Whisker has taken over as Chairperson of the Committee and is being eased in at the moment. Mrs Whisker asked if the Village Hall could be placed on the next Agenda for the Parish Council meeting. Mr Harold Jones gave a report on the Hall and explained that Mr Shayler will be completing the work on the porch with regard to the Disability Act. Mr Jones is still trying to find out who owns the area outside the fence of the hall.

Item 20 - Light on the Somerton Road - Cllr Glazebrook had been to see the residents about this and out of the five houses two agreed with it and three were against. However, Mr Tungate has placed security lights on his site opposite and as anyone walks past the light comes on. Cllr Glazebrook will wait for responses on this.

Item 22 - Track joining The Holway and Edward Road - Cllr Neve will discuss this with Matt Worden of the Highways office when he meets him next week.

1.15 Items for the next agenda:

Cllr Harrison reported that there are still no dog signs on the playground.

Cllr Barlow asked for permission from the Parish Council to attend the School Travel Plan meeting - permission agreed.
