Winterton Parish Council Minutes

19 October 2006

1.10 To consider apologies: Cllrs Greensides and Harrison.

2.10 Declarations of interest : Cllrs Barlow and Harrison - Parish Plan Action Group. Cllrs Greensides and Jones – Village Hall Committee. Cllrs Neve and Jones – In Bloom.

3.10 Public Discussion:- Cllr Neve welcomed the 26 residents that attended.

A resident asked if the BT cover on the underground box in the road outside the Church Room could be reported; every time a car passes over it a banging noise is made waking up the residents.

There is still an overhanging cherry tree outside the house in George Beck Road , Mrs Applegate.

Cars parked outside the church when a wedding was taking place caused a 45 minute delay in the bus service, the bus had got stuck; emergency services would not have been able to get through to the rest of the village. Cllr Neve has discussed this with Father Adrian; notices will now be handed out when a church booking is made asking that they and their guests do not to park along the road by the church wall in Black Street .

Following a request in the newsletter Mr Barnes now has two people to assist him in setting up a Crusader Youth Club in the village. Mr Barnes outlined how it would be set up and informed everyone that he has organised insurance, CRB checks and copyrights. It is hoped that it will start up in the New Year on a Wednesday evening. Mr Barnes asked for the support of the Parish Council for this enterprise. Mr Barnes was asked if he had received the approval of the village hall committee. This was affirmed and Mr Jones confirmed. This request was approved with pleasure by the Parish Councillors present.

Cllr Barlow welcomed this venture and offered Mr Barnes her help and will also put him in contact with the CLIP who may be able to give him assistance.

4.10 Reports from the County/Borough Councillors:-

Cllr Weymouth had attended a full Council meeting. A meeting will be held to discuss the way forward for the amenity land at the back of George Beck Road .

Following the flooding in the village and particularly in Spindrift Close a meeting has taken place regarding the mud left in the road. Cllr Weymouth is looking into the problem of water coming from the development at Downing Farm.

5.10 Previous Minutes – these were signed as a true record by the Chairman.

6.10 Matters arising from the previous minutes:-

Beach Road - Cllr Child stated that she has seen double yellow lines with signs and asked why Beach Road does not have them. NCC will be contacted by the Clerk.

7.10 Planning Applications/Planning decisions:-

Planning Applications :-

06/06/0837/F – Construction of revised access and erection of seventeen dwellings, Empsons Loke (Land at). Unanimously refused following a public meeting for the village held on Wednesday 18 October 2006 .

Cllr Barlow read out a condition from the deeds of a property built in 1967 in Black Street regarding access to the property and asked are there any other properties that would have the same conditions; this will be investigated. Cllr Blayney also stated that although there will be a reply from the Parish Council it is very important that individuals should also write in to GYBC.

Planning decisions :-

06/06/0718/F – Removal of condition 2 of pp no 06/03/0700/CU to allow unrestricted occupancy of existing granny annex. GYBC Refused.

06/06/0719/F – Removal of condition 5 of planning permission on 06/03/0701/F to delete holiday accommodation restriction at Church Farm, Black Street . GYBC Refused.

8.10 Extracts from the Planning & Development Committee Meeting at GYBC which included an item on the Thermaglow development – this section was copied to all Councillors. No comment was made in the document by Essex and Suffolk Water regarding the drains; it included the statement made by the Parish Council about the footpath in North Market Road and parking concerns. It was agreed to contact GYBC asking what conditions have been put in place as the PC are not happy about this.

10.10 Coastal Erosion – Cllr Neve reported that nothing much has happened at Winterton on Sea. The area around Cromer and Sheringham may have some money available for erosion. North Norfolk and GYBC are working together and hopefully a result will come out in the near future.

11.10 Playing Field Committee - Cllr Blayney advised everyone that a public meeting will take place on Thursday 9 November 2006 in the Village Hall to discuss the way forward for the changing rooms. Everyone involved with the playing field has been invited and members of the public are also welcome to attend.

12.10 Parish Plan

Cllr Barlow reported that Borough Councillor Weymouth has found some money for the purchase of more equipment in the children's playground. It was agreed that ball games should be discouraged in the area due to the houses being so close to the playground.

A walk was arranged to cover the suggested cycle path route from Winterton on Sea to Martham – was this feasible or not; could land be acquired etc Cllr Barlow will keep everyone updated.

13.10 Village Hall

Mr Jones reported that a meeting will be held shortly to agree preparations for a smaller Christmas Fair which will take place on the 25 November. The present Committee have agreed to carry on until the lease of the hall runs out BUT they would still encourage younger people to join the committee in the meantime. Discussion followed about the lease and it was stated that Norfolk Property Services have been contacted; they will not be making any decisions about renewing the lease until nearer the expiry date; the Parish Council will contact NPS regarding this situation. The hall now has a cleaner who is doing an excellent job and new cutlery has been purchased for use in the hall. Cllr Neve thanked Harold and his helpers for the recent decorating of the hall.

14.10 Health matters

Cllr Jewell reported that a meeting has at last been arranged with the Coastal Villages Practice on the 24 October. An item on the agenda will be a review of the prescription service collection from Winterton on Sea. Cllr Jewell will report back next month.

15.10 Correspondence

Item 18 – The National Association of Local Councils – Clerks' Training Bursary Fund – confirmation that the application has been approved and a cheque will be sent shortly.

16.10 Items requiring attention/decisions/updates:-

Item 1 - Charity Commission – still waiting for a response.

Item 5 – Amenity land – a meeting has been arranged to discuss this area.

Item 6 – Trees on the Village Green – they will be cut back in November.

Item 7 – Quality Status sub committee – a meeting will be arranged in January 2007.

Item 9 – Rubbish bags have now been removed from the Low Road/Somerton Road.

Item 10 – Hedge overhanging in Empsons Loke – Badger Builders are contacting a contractor to deal with this.

Item 11 - email reply to the Clerk from the Bus Company; read out by Cllr Neve. A Customer Service number to call if buses do not come into the village will be placed in the next newsletter.

Item 13 – Allotment rent increase from 2008 – it was approved by all Councillors present that the rent would rise to £4.50 per annum from 2008 (a year's notice has to be given).

Item 14 – Weeds – discussion followed on this item which has been reported to GYBC.

17.10 To receive any items for the next agenda:-

Cllr Child raised a concern about the garden of Ships Timbers in Kings Street is becoming overgrown as the owner has recently passed away. His daughter has taken this over and it was agreed to contact her so that this can be resolved.

Cllr Hodds reported that the hedge on Mill Corner, on the right hand side coming from Hemsby, is very overgrown which is the owner's responsibility – the Parish Council will write to the owner.

Cllr Barlow – the Parish council should have a Complaints Procedure. The Clerk has prepared a draft procedure which will be distributed to all Councillors and hopefully will be approved and adopted at the next meeting.

18.10 To confirm the date of the next meeting on Thursday 16 November 2006 at 7.30pm in the Village Hall.
