Winterton Parish Council Minutes

Fourteen residents and the local PCSO were in attendance.

1.7 To consider Apologies: None received.

2.7 Declarations of Interest: Cllr Barlow - Parish Plan Action Group. Cllrs Jones and Barlow – Village Hall Committee. Cllrs Neve and Jones – In Bloom. Cllr Greensides and Jones – Allotments.

3.7. Public Discussion:

It was reported that drains in Low Road are blocked causing puddles around 18” deep. Water is also running off the playing field and Duffles Pond is overflowing into Low Road. At Empsons Loke by the sewerage station water is collecting there. After a discussion it was agreed to contact Highways about this matter.

Drainage and sewerage problems in Winmer are still continuing with the present weather conditions; the Parish Council have asked for a meeting with Highways and are waiting for a response. Cllr Weymouth will contact NCC, Jim Shrimplin, on behalf of the residents that were present at the meeting.

Allotments – following a complaint received regarding an allotment holder that was stung twice by bees the allotment spokesman reported that the bees have quietened down now that they have a new queen bee and there should not be any further problems; the allotment holders are happy to have the bees. It was also requested that the Chairman of the Allotment Committee, Cllr Hodds, would contact the owner of the property alongside plots 2-7 to ask the owner to cut them back or give permission for the allotment holders to do this.

A vote of thanks was given to the In Bloom team and everyone associated with the Open Gardens weekend.

4.7. Report from the Borough/County Councillors:

It was reported that the hedge on the S bend of Hemsby Road and the hedges in George Beck Road will be cut back in August. A paper copy of the LDF relating particularly to housing in Winterton was received by the Parish Council following Cllr Weymouth's request to send it to them.

5.7 Confirm minutes of the previous meeting : These were signed as a true record by the Chairman.

6.7 Report matters arising from the minutes not already on the agenda; for information only. Nothing to report.

7.7 Planning Applications/Planning Decisions received:

06/07/0599/F – Demolition of conservatory and erection of extension to form additional bedrooms and bathroom at 22 The Cobbleways.  WINTERTON PARISH COUNCIL NO OBJECTIONS

06/07/0499/F – Two x 7m radio aerial masts (one with attached 3m aerial and other with 7m aerial) in rear garden at 15 George Beck Road . WINTERTON PARISH COUNCIL NO OBJECTIONS - One objection sent directly to GYBC.

06/07/0580/F – Proposed detached garage at Eastern Lights, Beach Road .  THE PARISH COUNCIL'S CONCERNS REMAIN THE SAME AS PREVIOUSLY ADVISED IN APRIL 2007 - PLANNING APPLICATION NO. 06/03/0858/F - "The Parish Council were concerned about the height of the roof which they consider inappropriate; the building could be changed to something else in the future". 

Cllr Greensides declared an interest in this application.

£23 has been collected for sandbags and paid into the current account.

9.7 Coastal Erosion – no real problems at the moment.

10.7 Playing Field Committee – it was reported that the first stage of the refurbishment of the changing rooms has been completed. The outside will be painted and new doors fitted very soon. The basketball net has been delivered and it is hoped that the work will start very shortly to dig the hole and put the concrete base down.

A letter of thanks will be sent to Mr T Varley. Mr A Varley and Mr Utting for their work on the changing rooms.

11.7 Parish Plan Action Group:

Children's playground – information has been received but might not have the equipment in during the school holidays.

A report was given on the Rural Transport Development Co-ordinator who attended the Friendship Club meeting. Contact will be made with other people regarding transport; not just buses.

An audit of the Parish Plan will be completed and an update given at the next meeting.

12.7 Village Hall – Mr Jones reported that he has received a letter from Norfolk Property Services regarding the lease; they have put it to NCC and are waiting for their response.

13.7 Health and Quality Status:

Health - A Healthier Future – public consultation document has been received from the PCT. Individual views are required and a note will be put in the newsletter and on the web site.

Quality Status Group – a report on the progress of this group following two meetings was circulated and a verbal background report was given to those present.

14.7 Councillors Responsibilities:

Cllr Hodds reported that a small problem at the car park had been resolved.

Cllr Harrison had been investigating the problem with the TV reception in Somerton Road .

Cllr Jones reported that the elderly are all OK.

Cllr Greensides reported that following a meeting of Trustees and following the merger of GJ Braikenridge and Poors Land Fund the Charity Commission has accepted the trustees' resolution and the Charity is now known as Winterton ( Norfolk ) Trust Fund. A note will be put in the newsletter.

15.7 Correspondence:

Local Development Framework – a meeting will be arranged very shortly to discuss this document which is relevant to Winterton.

Low Road – a letter from the owners of the property 4J's regarding fly tipping , received by the Chairman, and was read out at the meeting; will be copied to all Councillors. A meeting was held with the owners of the property adjacent to the footpath and they have agreed to provide signage for the footpath.

16.7 Donations – this will be discussed at the next meeting.

17.7 Items requiring attention/update log:

Item 6 – chain across the entrance to the playing field – GYBC will be contacted again; this is to stop cars parking on the grassed area.

Item 8 – speed guns – no further news to report from the PCSO.

18.7 Footpaths - it was agreed that Cllrs Barlow, Neve, Jones and Jewell will meet at 10am on Monday 23 July to walk the footpaths

19.7 Flooding in Winmer – already discussed and will be kept on the agenda for the next meeting.

20.7 To receive items for the next agenda:

New Councillor – waiting for GYBC to contact Parish Council.
