Cllr Neve welcomed the 11 residents that came to the meeting.
1.1 Apologies – no apologies were received.
2.1 Declarations of interest in items on the agenda:- Cllrs Barlow and Harrison - Parish Plan Action Group. Cllrs Jones and Barlow - Winterton in Bloom. Cllrs Greensides and Jones – Village Hall Committee. Cllr Jones declared an interest regarding the street lights as she lives in the area.
3.2 Public discussion:
Peter Nash from the Youth Service had come along to the meeting to introduce himself and explain what his work covers. It focuses on youth and community service with various projects which would give the youngsters somewhere to go, something to do and someone to listen. Peter would be happy to attend another meeting and hopefully speak to the young people to find out what they want. He has grant application forms which he will be sending to the Clerk to pass round to the groups already in the village. He also explained how the Local Network Fund works and asked for a copy of the Parish Plan for Winterton to be sent to him as Cllr Barlow pointed out that there is an action in the Plan on youth opportunities.
The Parish Beat Officer – PC Simon Pearce – also came to the meeting and gave details of the crime figures in the village and went on to say that not a great deal is happening in the village. Following a letter sent to the police by Bob Atyeo raising concerns about vandalism in the village a meeting between Bob, Cllr Neve and the police took place. Discussion followed on the reporting of crimes which are filtered out by Wymondham and nothing done about them. PC Pearce reported that he patrols the village by car and spends as much time as he is able in the village.
Cllr Neve thanked Mr Nash and PC Pearce for coming along to the meeting.
Mr Stirland a resident who is an astronomer and has observatories in his garden came along to the meeting to explain who he is and that he is a full time astronomer. This follows the meeting in December where residents came along with a petition and letters complaining about the cover that had been put on street light in the area around the observatories in King Street which made the area very dark. The Clerk was asked to pass the correspondence plus a copy of the original petition in 2001 to the County Councillor , Jim Shrimplin, for him to deal with. At this point in the discussion Cllr Neve passed it over to Cllr Weymouth and Cllr Shrimplin to explain the position to Mr Stirland. Cllr Shrimplin explained that he had received the correspondence and as the original petition had not been rescinded it therefore remains in force. Mr Stirland was concerned about light No. 24R which had not been working for at least four months and he had not heard anyone complain about it – he requested a shield and when the shield was put on complaints were received. Mr Stirland passed copies of a letter he had written to the Parish Councillors and Cllr Neve asked them to read it and let him have their comments so that he can get back to Mr Stirland.
4.1 Report from the Borough Councillor/ County Councillors :
Cllr Weymouth had nothing to report.
Cllr Shrimplin reported on the following Highway matters:
Work in Winmer Avenue will be carried out.
He is still trying to arrange for disabled access to be completed on the highway outside the village hall boundary fence.
Back Path – pot holes filled in.
Beach Road – a footpath may be completed this year.
Cllr Shrimplin had nothing else to report but hoped that the police situation will get better.
5.1 Confirm minutes of the previous meeting – These were agreed by all councillors as a true record and signed by the Chairman, Cllr Neve.
6.1 To report matters arising from the minutes not already on the agenda, for information only – only the item above regarding the street light which had already been discussed in the public discussion.

Annual Return for the year ended 31 March 2005 has been returned certified by the Audit Commission. Invoice for this work will be received shortly. Notice in notice board if anyone would like to see them.
10.1 To receive an update on Coastal Erosion:
Terry Byrne reported that the recent press coverage had been quite negative reporting that there was a shortage of funds and overspends on coastal erosion. Proposed schemes are on hold or have been cancelled ie recharging Waxham, repairs to the Gorleston sea wall and the demise of the reef project.
The North Norfolk Group which includes Winterton has gone over to The Hague and is putting a well researched paper to the Europeans. Terry has received another paper on dredging which the group will still object to and their next meeting is on Tuesday 24 th January; following this meeting another newsletter on erosion will be delivered to everyone in the village.
11.1 To receive an update from the Project Steering Group:-
Cllr Harrison had attended a meeting the previous night and had informed that meeting that he and Cllr Neve had comments from the FA regarding the plans and were going to approach an architect to get them redrawn. Once this has been done the approval of the Parish Council will be sought and then estimates can be requested to get the work underway. Cllr Blayney has joined this committee.
12.1 To receive an update on the Parish Plan Action Group.
Cllr Barlow reported that the group had met once since the last parish council meeting. Hemsby Medical Centre - had agreed to send information regarding the appointment bookings last November but to date nothing has been received. An article will be in the newsletter giving the results of the questionnaire. A meeting at the end of January or early February will take place with the Hemsby Medical Centre.
Homewatch – a response to the survey has been received and there is no longer a home watch person covering Black Street .
Emergency procedures – a draft will shortly be produced, ready for the February meeting, after Cllr Barlow has contacted the Emergency Planning Officer at GYBC and had a meeting with him. Cllr Neve explained that the Emergency Procedures stems from a request of the Government to have them ready should any emergency (not only flooding) arise.
13.1 To receive an update from the Village Hall Committee.
Chairman, Sheila Whisker, reported that all the news was reported in the good new Newsletter that was sent out before Christmas. The committee asked if the Parish Council would write to the Landlord of the Village Hall and ask if a tap could be placed on the outside of the hall for the use of the In Bloom team. The Clerk had received a reply today confirming that the Landlord is happy for the tap to be placed on the outside of the hall.
14.1 Post Log
Item 10 – Rollesby Parish Council requested the support of Winterton to show united opposition to Care in Community and Rehabilitation purchasing properties in Rollesby to house ex sex offenders . Winterton Parish Council agreed that the Clerk should write and give their support.
Item 19 – Allotment – Mr Barnes had sent a letter asking if he could replace an existing greenhouse on one of his plots and erect a fence, no more that 3ft high, around the plots to stop people trampling on his vegetables. The Parish Council had no objections to this. He also asked if he could keep bees. The Councillors had no objections to this but requested that the allotment holders around his plots be consulted first before a decision is made.
Item 20 – Tony Wright MP – Asking for support and letters to be written in support of Option 2 a Primary Care Trust covering Great Yarmouth and Waveney. The Parish Council agreed to support this and the Clerk will send a letter. A copy of the letter from Tony Wright will be placed in the notice board.
15.1 Items requiring attention/decisions/update log:-
Item 1 – Coast Watch – Everything going well and new card and rechargeable batteries have been purchased for use with the digital camera.
Item 2 – Poor's and Braikenridge Funds – Due to illness and other problems we are still waiting for audit forms to be completed by Cllr Greensides and Mrs J Martin.
Item 3 – Cllr Neve asked the Councillors to think about where the archived minutes should be kept as this will be an item on the agenda in February – this follows a visit to the Norfolk Records office last year which was very impressive.
Item 4 – Grass cutting – Cllr Neve suggested that GYBC be contacted to find out if the grass can be cut by someone other than GYBC and the costs involved.
Item 5 – Insurance - a meeting to be held with Chairman, three councillors and the Clerk to complete a risk assessment for the insurance.
Item 6 – SAM (Speed Awareness Message) – it was agreed that NCC be contacted and asked if these signs could be placed along Bulmer Lane and Somerton Road .
Item 7 – Broken school sign on village green still not repaired – Clerk to chase.
Items 9, 10 and 11 – items reported by residents to Andrew Nicholson of Highways Office Caister when he attended the meeting in November have all been dealt with.
Item 12 – broken signs and damage – The sign in Edward Road has been repaired but the signs in Dune Court and Bulmer Lane awaiting repair. The posts on the verge opposite the school have not yet been replaced.
16.1 Items for the next agenda
Cllr Neve had received details of a web site called Homecheck where you type in your post code and it gives details about Winterton it states that it is a high risk area for flooding and there are no flood defences also other inaccuracies. This would, and has, caused problems with mortgages and insurance cover.
Withdrawal of buses for young people, post 16, attending college. Cllr Child asked for the Parish Council's support to write and protest against the withdrawal of this serviced as it would greatly affect the young people in the village.
17.1 The next meeting will be held on the 16 February 2006 .
