Twenty seven residents attended and were welcomed by the Chairman.
1.10 To consider apologies: Apologies were accepted from Cllr Jewell.
2.10 To receive declarations of interest: Cllr Barlow declared a personal interest in the Parish Plan Action Group. Cllrs Jones and Barlow declared personal interests in the Village Hall Committee. Cllr Blayney declared a prejudicial interest in the Planning Application 06/07/0855/F.
3.10 Public Discussion:
First Bus - Mr B Richiardi, Operations Manager for Great Yarmouth and Lowestoft and Mr C Speed, Supervisor, attended the meeting to answer questions from the residents. The following concerns and questions were raised by the residents present who had already reported them to First Bus:
- Abruptness and rudeness of drivers to residents
- Residents told they don't pay for their tickets and told to leave the bus at Martham when they were going to Winterton, as driver was late, which left elderly residents stranded
- No explanation from next bus if a bus hasn't turned up; resident had to wait an hour
- Buses not coming into Winterton at night making a resident late for work
- Buses unable to turn into Black Street due to cars parked on the corner by the Church
- Buses leaving Winterton 5-6 mins early causing residents to miss bus; buses then standing at Hemsby
- How will residents get their pensions if the post office closes with such a bad bus service?
- Were there any plans to increase the service?
- Would the buses use the lay by in Black Street rather than stop by the new bus stop which is attached to a lamp post on a grassy bank.
Mr Richiardi stated that all incidents are recorded and he took the names and details of incidents from residents. Mr Richiardi was thanked for attending and he also left a direct contact number which will be placed in the newsletter.
Women's Institute an email request, which was copied to all Councillors, was received following the purchase by the WI of a bench with a plaque to be placed on the Village Green asking if the Parish Council would consider funding the concrete base. It was pointed out that the Village Green is owned by Great Yarmouth Borough Council and they will be contacted for permission to do this. The funding for the base will need to be approved by the Parish Council Finance Committee who will meet to discuss this once permission from GYBC has been received.
Metal Bars A resident asked if metal bars could be put up to stop youngsters riding bikes down the alley from Dune Court. The metal bars might cause a problem for wheel chairs and prams getting past but Clerk will endeavour to find out the cost which will have to be the responsibility of the residents.
Playing Field - There is a car parked in the playing field car park which is now being damaged; the Clerk will contact GYBC to get it removed. Graffiti on the basket ball pad which the PCSO is aware of and action will be taken by Great Yarmouth Police Station.
4.10 To receive a report from the County/Borough Councillors:
Cllr Weymouth reported that the parking concerns in Winmer Avenue where it meets The Craft will soon be alleviated. The litter will be cleared on a weekly basis on the playing field and playground. Problems experienced by the GYBC switchboard due to the number of telephone calls made during the postal strike; a note will be placed in the newsletter. The government have now agreed that they will put £10,000,000 each year for the next three years for the Shoreline Management Plan; further meetings are still taking place with the other areas in the Borough regarding the SMP.
5.10 To confirm minutes of the previous meeting . The minutes for the meeting in September were confirmed as a true record and signed by the Chairman.
6.10 To report matters arising from the minutes not already on the agenda; for information only. Nothing to report.

To agree Precept figures for 08/09 as submitted by the Finance Committee:
Following a report by Cllr Greensides, Chairman of the Finance Committee, it was proposed by Cllr Blayney, seconded by Cllr Neve to unanimously approve the Precept figures for 08/09.
Following written requests donations were also approved for In Bloom - £250, East Anglian Air Ambulance - £100 and Marine Cadets - £150.
A detailed report on Finance will be made to the Parish Council at the meeting in November.
9.10 Coastal Erosion:
Terry Byrne thanked Borough Cllr Weymouth for her update on the SMP. Meetings requested by GYBC regarding the Shoreline Management Plan in the area have been very well attended where local views are taken into account. MP Tony Wright attended the meeting between Ormesby, Scratby and Winterton; Terry was thanked for an excellent report he gave at the meeting which was well received and for the other meetings he attends on behalf of the village. The agreement was to stand firm on hold the line. A detailed report will be in the newsletter and Terry thanked the Parish Council for putting the information in the newsletter.
10.10 Village Hall
Everything is running to plan but still waiting for news from Norfolk Property Services regarding the lease and the future of the hall. A Christmas Fair will take place on Saturday 8 December. The Village Hall will take the lead to start organising a village fete, where everyone is involved, for next year.
11.10 To receive an update from Councillors on their responsibilities:
Cllr Barlow - Parish Plan and Emergency Plan:
Three pieces of equipment have now been installed in the children's playground although the bench looks as though it is second hand Cllr Weymouth will look into this.
Cllr Blayney Playing Field Committee
New lease for the playing field was signed by Cllrs Neve and Blayney with a start date of the 18 October 2007.
Cllr Greensides Charities
A meeting will be held at the end of October. Problems experienced with Alliance & Leicester requesting five signatories for cheques.
Cllr Harrison Environment
The telephone poles along Beach Road will be taken down and the cables put underground shortly.
A meeting held with Natural England (formally English Nature) where updates were received on the Terns and Natterjack Toads.
Quad bikes on the beach should be reported.
Adders only two dogs bitten this year.
Raves trying to stop these happening again.
Hedge at Mill Corner has been cut back.
Cllr Hodds Allotments and Fishing
Allotments very quiet.
Fishing a boat and tractor from the sheds will soon be very active.
Cllr Barlow on behalf of Cllr Jewell - Health and Quality Status
A Health Meeting will take place at Hemsby on the 22 October. Flu jabs went well and the Marines were thanked for their assistance with the refreshments at Hemsby and Martham.
An interim report on Quality Status will be made to the Parish Council at the meeting in November.
Cllr Jones School and elderly
The school held a Harvest Festival.
Elderly details of SWIFT (an organisation to help someone who has had a fall or cannot put a light bulb in) will be put in the next newsletter.
The Light of Life Baptist Church was thanked for the energy saving light bulbs they had passed to the residents; a letter of thanks will be sent to them by the Clerk.
In order to assist emergency services green cross stickers to be placed inside a home owner's door and in the fridge where details of next of kin and medication taken will be left.
Cllr Neve Highways
Beach Road email received from Coastwatch regarding the problems of emergency services gaining access due to cars parking along Beach Road, the signs and parking on the double yellow lines. Highways have stated that the double yellow lines on Beach Road Winterton have seasonal restriction signs in accordance with the Traffic Regulation Order that applies to that road. Therefore, as the signs indicate, parking is permitted on the double yellows outside the summer season. The parish council would have been consulted when the order was made. There are no plans to change the order at the present time (this would require going through the TRO process again) and the existing signs must remain in place. Coastwatch have agreed with the owner of the car park to open the gate Monday to Friday on a donation basis, Saturday and Sunday's visitors to the car park to pay in the Café.
Following a meeting with Highways a survey of the drainage system in the village will be carried out with a report to the Parish Council.
Speed Awareness Message SAM these will be put in place by Highways to assess the speeds through the village.
12.10 Correspondence:
Norfolk Coast Partnership was asking for volunteers details will be put in the newsletter.
Parish Liaison meeting was well represented; an update on the outer harbour given with discussions on Caister roads and street naming.
13.10 Items requiring attention/update from previous meetings:
Item 7 volunteers to be trained to use speed guns were given to Cllr Barlow. The PCSO will be invited to a meeting to talk about the training and SAM.
14.10 Bowls Club a request to the Parish Council to pay for the maintenance work needed on the bowls green and claim VAT back; this would be committing fraud by the Parish Council. However, a donation to cover the cost of the VAT, following a written request, will be considered by the Finance Committee.
15.10 Millennium Committee:
Geoff Roper gave a report on the background of the Committee and how it started to residents who were present. Once the residents who attend the monthly Quiz nights have been consulted for their ideas on what to do with the money the Parish Council will be informed and a note put in the newsletter. A vote of thanks was made to the whole committee for all their efforts.
16.10 To receive items for the next agenda:
- Allotment Fees for 2009.
- Cricket Club Fees for 2008.
- Football Club Fees for 2008.
- New notices stating No Horse Riding to be obtained from Natural England.
- A footpath to allow pedestrians and prams to get past the cars parked in front of the fence outside the village hall.
