DRAFT MINUTES

NB – Please note that these minutes are subject to ratification at the next Parish Council meeting. Details of any amendments will be in the minutes next month.

Cllr Neve opened the meeting and thanked the eight residents for coming along to the meeting and advised everyone present that Cllr Cornish has resigned. Great Yarmouth Borough Council has been advised by the Clerk; they will be sending out a notice regarding the vacancy very shortly.

1.11 Apologies: Apologies were received from County Councillor Jim Shrimplin.

2.11 Declarations of interest : Cllrs Barlow, Jones and Harrison - Parish Plan Action Group. Cllrs Jones and Barlow - Winterton in Bloom. Cllrs Greensides and Jones – Village Hall Committee.

3.11 Public Discussion:-

Mr Andrew Nicholson of the Norfolk County Council Highways Office at Caister, very kindly agreed to attend our meeting and answer questions from the residents.

Two letters had been received by the Clerk relating to traffic matters and Mr Rowe who had written in was present. Mr Rowe described his problems with cars parking over the pathway to his house and as he is disabled he cannot get out to the road. The other letter was regarding concerns that an accident will happen in Beach Road with the public walking in the road as there is no proper footpath; the resident asked if a footpath could extend from the village hall down to the toilet block – which is already on the list of jobs to be completed by the Highways Office but no date given he will also enquire where we are on the list for completing the Beach Road work.

Andrew will investigate the problem raised by Mr Rowe.

Mr Baker, a resident, also raised a question about the tarmacing work that has been completed around manhole covers and drains in Black Street and filling the holes in Back Path very close to the school. He explained that the work carried out is not satisfactory as very large puddles appear due to this work. Andrew Nicholson explained the way the holes are filled but will take this on board and speak to his team – he agreed that the repair of the large puddle close to the school should be a very high priority. It was suggested that a letter be sent by the Parish Council to the Highways Office regarding this urgent problem.

Cllr Harrison asked about the damage by diggers in the playing field car park a few years ago – Andrew will look into this.

Cllr Greensides asked about the drainage pipe on the Allotments that is too short and floods the field in Low Road. Andrew will also look into this.

Cllr Neve thanked Andrew Nicholson for coming along to the meeting.

4.11 County/Borough Councillors Report:-

Cllr Weymouth reported that the vandalised barrier on the corner of The Craft and George Beck Road is being costed by GYBC to paint over the graffiti. The parking problem in George Beck Road has now been resolved.

5.11 Minutes – the previous minutes were agreed as a true record and duly signed by the Chairman.

6.11 Report matters arising from the minutes not already on the agenda for info only – No matters arising.

7.11 Planning Applications/Planning Decisions:

Planning Applications

Extension to existing flat roof single storey kitchen at rear of The Lighthouse. Parish Council – no objections (Comments were required by GYBC on 9 November)

Bungalow and garage on Bush Road (Between Sea View and Swiss House). Parish Council - no objections.

Change of use lounge/dining room on ground floor to provide and serve teas at 8 Miriam Terrace. Parish Council – concerns raised regarding H&S (passing though kitchen to toilet), neighbours, parking and the change from residential to a commercial enterprise.

Bedroom extension with ensuite to give invalid facilities and wheelchair access from pared car to extension entrance at 53 Longbeach Estate. Parish Council – no objections.

4 semi-detached properties at Hales House, King Street . Parish Council – wrong plans sent. Clerk to request correct copies and ask for a deferment of the date for comments.

10.11 Report from the Coastal Erosion Group – Terry Byrne sent his apologies.

11.11 Project Steering Group

Cllr Harrison thanked Cllr Neve and the Clerk for their quick action to get the septic tank emptied on the playing field which was in danger of overflowing.

Cllr Harrison and Cllr Neve had had a meeting with the FA representative and took along the revised plans for the changing rooms. While at the meeting they completed forms for the application for funding and should hear by the 8 December if it can proceed to the next step which is regional agreement. BIFFA are still interested as well.

Cllr Harrison asked the Parish Council for their agreement to put the proposal to the Playing Field Committee to allow the Cricket and Football Clubs to use the playing fields free of charge for this year – there is enough funds to be able to do this from the Playing Field's own budget. All Parish councillors agreed to this. Cllr Harrison also proposed that Hemsby Hornets, who now use the playing field and facilities, should pay £5 per home game. This was also agreed by all Parish Councillors.

12.11 Parish Plan

Cllr Barlow had previously circulated her report to all councillors. Two resignations have been received from Elaine Phillips and Anne Child. The thanks of the Action Group to these ladies for all their work should be recorded – there are now only four active members of the group left. There will be a report for the Newsletter in January about the Hemsby medical centre and the results of the recently completed questionnaire. Hermanus have agreed to be the emergency centre should anything drastic happen. Cllr Barlow agreed to be the Emergency Co-ordinator for the village.

Cllr Barlow reminded everyone present that of the Rural Partnership meeting to be held on 23 November from 3.45 to 6pm in the Village Hall.

13.11 Report from the Village Hall Committee - Sheila Whisker, Chairman, had fallen and sprained her ankle and sent her apologies. Cllr Jones reminded everyone present about the Village Hall Christmas Fair on the 26 November and that everyone was welcome and items for the tombola or bric a brac should be passed to her.

14.11 Report from the monthly Parish Council Surgeries :-

The last surgery with Cllr Jones and Greensides had no attendees. The next surgery on the 3 December will be with Cllr Child and Cllr Harrison as Cllr Hodds is unable to attend. Cllr Barlow suggested that it be advertised more i.e. the Mercury and that it be held on Saturdays rather than during the evening on a weekday.

15.11 Correspondence Log:-

Item 1 - Letter received from Mrs Mortimer regarding the village hall and playing field. Cllr Neve will go and see this resident and report at the next meeting.

Item 15 – Donation request from Victim Support – request declined.

16.11 Items requiring attention/decisions/update log:-

Item 1 Coast Watch – Mr McMurchie, Controller, was very happy to report to the meeting that electricity has been installed in the units which are now stacked on the concrete plinth; this was with the help of a resident who arranged for the crane to move them free of charge. Mr McMurchie is now completing the final work to get the units up and running. Mr McMurchie had sent a letter asking for the Parish Council to provide a digital camera. After a discussion it was agreed that Cllr Neve will liaise with Mr McMurchie to purchase a zoom lens digital camera for the use of the Coast Watch.

Item 9 NCC Children's Services – it was agreed that a member of the Youth Service staff attend a meeting to advise on the issues and opportunities. Clerk to arrange.

Item 15 Speed guns – Cllr Child explained the background to this – it was agreed that a letter be sent to the police asking if this scheme could be considered and hopefully will be discussed further at the next meeting.

17.11 To receive items for the next Agenda. No items received.

18.11 Confirm the date of the next meeting – 15 December 2005 in the Village Hall at 7pm for Planning Applications to be viewed if any received; the meeting starts at 7.30pm .
