Cllr Neve welcomed the six residents that attended the meeting and Mr Paul Ryan from Norfolk County Council Countryside Access Team.
1.8 To consider apologies: Shirley Weymouth. No apologies received from Councillor Jewell, Borough Councillor Jermany or County Councillor Shrimplin.
2.8 Declarations of interest: Cllrs Barlow and Harrison - Parish Plan Action Group. Cllr Jones - Winterton in Bloom. Cllrs Greensides and Jones – Village Hall Committee.
3.8 Public discussion:
Mr Ryan had been invited along to discuss rights of way; he explained that they are responsible for rights of way, footpath sign boards, walks of various sizes, leaflets, nature reserves and definitive maps are maintained by them. Mr Ryan had brought a copy of a map showing the footpaths in and around Winterton. Cllr Neve explained the background of the invitation which was a refusal by the land owner, Mr Cole, to allow pedestrian access through the estate and anyone else through the Winterton Valley Estate; even though residents had been using the same route for more than 60 years. Discussion followed on the various aspects of what action can be taken to resolve this situation. It was agreed that Cllr Neve would approach Mr Cole again in an effort to resolve the problem without contacting Norfolk County Council. Cllr Neve thanked Mr Ryan for coming along to the meeting.
Mr Baker asked if the hedge/tree overhanging Bulmer Lane just around from the junction with Black Street could be cut back; there is no pavement and it is dangerous for pedestrians who are unable to get out of the way of buses and traffic. The owner of the property will be contacted.
4.8 Report from County/Borough Councillors – Cllr Weymouth had sent her apologies; no other councillors present.
5.8 Previous Minutes: these were signed as a true record of the meeting in July by the Chairman.
6.8 Report matters arising from the minutes :
Allotment signs – Cllr Neve asked if Cllr Greensides could put up the signs relating to dogs fouling and being kept on a lead.
A request was made at the last meeting regarding water on the allotments – it was agreed to write to the Allotment holders explaining the approximate cost of bringing water to the site and the organisation of usage and payment. The Council will await their replies.
Cllr Harrison asked if Terry Byrne and his Marine Cadets could be thanked for clearing the paths of weeds around parts of the village on behalf of the Parish Council and Residents. They have made an excellent job and a letter will be sent.
A resident was advised by Councillor Shrimplin that a new top would be placed on Light No. 237on Kings Corner by the Borough Council; still waiting for this to be done.
Bus Shelter – Two gentlemen who live in the Mencap house would be prepared to clean the bus shelter under supervision of Mr Carver. A payment of £30 per month each was suggested subject to approval by Mencap and local authorities.
7.8 To consider Planning Applications received for consultation and to note
Planning Applications:
06/06/0694/F - Demolition of factory and construction of eleven houses at Thermaglow site, North Market Road . PARISH COUNCIL had no overall objection to the houses but Parish Council felt that car parking is insufficient, only 10 spaces allocated – where will the rest park? The footpath, on an already narrow road, serves no purpose and therefore not necessary. One objection to the whole site; rest of Councillors unanimous with previous concerns.
06/06/0718/F – Remove condition 2 of 06/03/0700/CU to allow use of granny annexe for purposes other than ancillary to res use of Church Farm, Black Street AND 06/06/0719/F – Removal of condition 5 of pp -6/03/0701/F to remove holiday accommodation restriction at Church Farm, Black Street. PARISH COUNCIL REFUSED unanimously.
Planning decisions :-
06/06/0868/F – 4 Semi-detached houses with garages at Hales House – GYBC Approved.
it was agreed to write and ask GYBC if, due to the conflicting planning approvals, the Parish Council could have a plan of what has been approved and a clarification of the number of dwellings on the complete site with conditions.
8.8 Extracts from GYBC Agenda and Minutes of Development Control Committee. An item on the agenda of the GYBC Development Control meeting relating to the extra plot of land which will make the gardens of the proposed houses bigger on the site of Downing Farm; copies of the item were passed around to the Councillors for their information. Discussion took place on the landscaping that had taken place on the site.

The audit forms for the year ended 31 March 2006 received from the Audit Commission were duly signed by the Chairman, Cllr Neve, Cllr Hodds (the internal auditor) and the Clerk. These forms will be sent off to the Audit Commission and a notice placed in the notice board by the Clerk inviting any residents to look at the accounts if they so wish.
10.8 To receive an update regarding Coastal Erosion:-
Terry Byrne was not able to attend the meeting. Cllrs Neve and Barlow had attended a meeting arranged by North Norfolk Council regarding coastal erosion and found it very informative; the government are beginning to think more about erosion linked with compensation.
11.8 To receive an update from the Playing Field Committee – Cllr Neve explained what had been happening to try and progress the building of the new changing rooms. Following a discussion it was agreed that a meeting of everyone involved with the playing field should be arranged in the very near future to get this project moving forward.
12.8 To receive an update from the Parish Plan Action Group – Cllr Barlow had nothing much to report; the Rural Partnership is expanding to include more villages. Cllr Barlow is having a meeting with Janet Peachey from the Rural Partnership and Sue Brady from CLIP in the near future. Cllr Barlow reported that the next Rural Partnership Meeting takes place on Thursday 14 September at 6.30pm in Martham Hall.
Emergency Plan - Cllr Barlow is still waiting for the red boxes to be delivered.
13.8 To receive an update from the Village Hall Committee:
The Chairman, Harold Jones, reported that no one had come forward to join the Committee or take on the role of chairman following a request in the newsletter, local paper, a letter to all regular user groups and the notice board. He informed the meeting that after the fund raising event on the 26 August a Christmas Fair will not be held and the hall could be closed from 1 January 2007 . The hall will be decorated by the committee members from the 19-25 August.
14.8 To receive an update on Health Matters – Cllr Jewell was unable to attend the meeting.
15.8 To note correspondence received:
Cllr Neve had received a questionnaire for completion from the Charity Commission; he will complete this with the assistance of the Clerk.
Item 2 – Norfolk Rural Community Council – various leaflets including a leaflet on post offices closing. A discussion took place on keeping Winterton Post Office open – they are assessed on how many transactions they deal with. Cllr Barlow informed everyone that in 2010 pension cards are ceasing, cheques issued and/or banks are to be used for the payment of pensions; problems particularly in rural areas and if pensioners do not have a bank account.
Item 11 - GY Local Development Framework – consultation on the core strategy preferred options and draft sustainability appraisal report. Clerk to arrange for disc that accompanied consultation to be sent round or for Cllrs to look at this on computer. Response required by the 18 September.
Item 16 – Norfolk Accident Rescue Service. Donation agreed – Clerk was asked to find out how much was previously donated.
16.8 Items requiring attention/decisions/update:-
The log is updated after every meeting by the Clerk and copies passed to Parish Councillors, County and Borough Councillors prior to the next meeting.
Item 9 – Rural North Tenants and Residents Association - Cllr Barlow attended a meeting and asked them not to put items in the Mercury. It was reported that the Clerk had resigned as Correspondent for the Mercury for Winterton as news items that she had sent had not been put in the column.
Item 16 – The grass cutter, Mr Carver, has been supplied with a helmet and goggles to wear when cutting the grass.
Item 24 – Rabbits on the playing field – a request had been made with regard to rabbits causing damage on the playing field. It was agreed that Burrell Pest Control would deal with this and the cost would be £120 – approved by the Parish Council.
Item 26 – Duffles Pond – asked Cllrs to think about whether the tree should be left where it has fallen and just trimmed or cut up.
17.8 Provision of a wooden bench: Borough Councillor Weymouth had asked for permission to place a flower bed in the Amenity area behind George Back Road bungalows and that the Parish Council agree to purchase a bench. A request was made for a concrete bollard to be placed in the area as well. The Councillors agreed that the bench could be purchased and it should be noted that the maintenance of the flower bed will be carried out by the In Bloom Team. Work will not be done until Borough Council have carried out their work.
18.8 To receive items for the next agenda:-
Cllr Hodds – bins too small at the end of Beach Road ; at least another two bins needed.
Cllr Barlow – The post office
19.8 The next Parish Council meeting will take place on Thursday 21 September in the Church Room commencing at 7.30pm .
