Eight residents were welcomed to the meeting.
1.4.08 To consider apologies: Apologies were accepted from Cllr Blayney.
2.4.08 Declarations of interest: Cllrs Jones and Barlow declared personal interests in the Village Hall Committee.
3.4.08 Public Discussion:
The problems being experienced in Bush Road were discussed; it was agreed that the residents should deal with it themselves as it was a civil matter.
The Parish Council was asked if they were interested in having a clothes bank on the village green which would be provided by GYBC – all present declined the offer.
4.4.08 To receive a report from the Borough/County Councillors:
Cllr Weymouth had attended the recent public meetings regarding flooding and gave a brief report.
5.4.08 To receive a report from the PCSO:
The PCSO reported that there had been five crimes in the village since the last meeting; he gave details of some of the crimes to everyone present. The PCSO was thanked for his work in the village and how much it was appreciated.
6.4.08 To confirm the minutes of the previous minutes : The minutes of the meeting in March were signed by the Chairman as a true record.
7.4.08 To report matters arising from the minutes not on the agenda ; no matters arising.
8.4.08 Planning Applications/Planning Decisions:
Planning Applications:
06/08/0233/CC and 06/08/0232/F - Demolition of garage and replaced with new timber garage at The Doghouse Yard, Old Chapel Road. WINTERTON PARISH COUNCIL HAD NO OBJECTIONS.
Planning decisions:
06/08/0067/F – Single and two storey extensions to existing dwelling, to include granny annexe on ground floor at Thai Court, Bush Road. GYBC APPROVED with conditions.
06/08/0100/F – Proposed detached bungalow and garage Adj to Sea View, Bush Road. GYBC APPROVED with conditions.
06/08/0166/F – Proposed erection of a conservatory to rear of dwelling at 22 The Cobbleways. GYBC APPROVED with a time limit condition.

To receive a report and recommendations from the Finance Committee:
A draft Annual Report, suggested letters to grass cutter and litter picker, an updated Parish Council calendar, suggested Internal Audit Controls were presented to the Councillors.
10.4.08 To receive a report on Coastal Erosion. Terry Byrne reported that he had attended the local meetings arranged by Malcolm Kirby to discuss the flooding issues raised recently by a Natural England report. He will be placing a note in the newsletter to clarify the position for residents of Winterton.
11.4.08 To receive a report on the Village Hall – nothing to report; still waiting for a reply from Norfolk Property Services regarding the Village Hall lease.
12.4.08 To receive and update from the Councillors on their responsibilities:
Cllr Barlow
Nothing to report on the Parish Plan or Emergency Plan but had two concerns from residents:-
i. The Thermalgow demolition work raised concerns when workmen were walking about in white suits. Environmental Health officers have been to the site and confirm that everything is being completed to the letter of the law but neighbours should have been kept informed of what would be happening.
ii. Can anything be done about the blind spot in Winmer Avenue where the white van is parked in the bend near The Craft following a near head on collision. The PCSO is aware of this.

Cllr Greensides
A Charity request was received and a payment has been made; the next meeting will take place in the near future.
Cllr Harrison
The tree in the playground has not been removed following a request to GYBC and the fence is also damaged and a panel is missing.
A request for a survey on energy saving with reference to light pollution in the village was made; it was resolved that Cllrs Harrison, Jones and Blake would complete a survey and give a report at the next meeting.
It was reported that the light is permanently on at the bus stop in Bulmer Lane and a street light is out outside No. 39 in Bulmer Lane; the Clerk will report these.
Cllr Hodds
Allotments - The measuring of the plots and new numbered posts will be sorted out soon.
Fishing – a boat will be launched soon.
Cllr Jones
Elderly - A new Tuesday Club has been started with 34 members and the Friendship Club now has 44 members.
School – The Head Teacher, Mrs Thompson, after eleven years at Winterton School is leaving at the end of June; adverts for a replacement have been set up.
Cllr Sharples
Quality Status - A report was read out by Cllr Sharples following a recent meeting. Also, it was proposed and unanimously resolved to have Parish Council Surgeries this coming year and Councillors were asked to give an idea of how many they feel they could attend with a view to a viable timetable being produced; feedback on the surgeries would be appreciated by 12 May when the next Quality Status meeting takes place.
A resident raised a concern about children climbing on top of the changing rooms and sliding down the light pole; the PCSO will be informed.
Cllr Blake
Health – Nothing to report.
Cllr Neve
Highways – a meeting with NCC Highways proved very successful and the following will be completed in the near future:
- A pathway will be made to enable wheelchairs to get from the Hall to the green.
- A hole in Winmer Avenue was filled.
- It was agreed to take no further action regarding the encroachment of the fence beside Bulmer Pit.
- The wording SLOW will be put on the road at North Market Road.
- The hedge at Mill Corner will be looked at again after the breeding season has finished.
13.4.08 To review correspondence received:
Item 3 – a reply will be sent to NCC regarding a report they received from a member of the public.
Item 4 – Lifeguards – a letter from RNLI stressed that the provision of a lifeguard would be a private arrangement between the Parish Council and the RNLI with no financial involvement by GYBC.
Item 12 – a letter of complaint received from Mencap; this will be investigated and replied to.
Item 14 – an email giving an update on the Cycle Path to Martham was read out at the meeting; further information will be requested and an update given at the next meeting.
14.4.08 Christmas Lights: The Gardening Club asked the Parish Council's permission to place solar powered lights on the village green at Christmas. It was suggested that they should contact GYBC who own the village green for their permission. The Parish Council had no objection. The Gardening Club have applied to the Millennium Committee for funding the purchase of the solar panel.
15.4.08 Duffles Pond – The Councillors were asked to consider the replacement of the fence which would cost around £1800; it was suggested that B&Q could be contacted as they might donate the materials required.
16.4.08 Items requiring attention/update: Nothing to report that has not been already covered previously.
17.4.08 To receive items for the next agenda – no items received from the Councillors.
18.4.08 To confirm the date of the next meetings:
Annual Parish Meeting – Thursday 1 May 2008 in the Village Hall at 7.30pm.
Annual General Meeting – Thursday 15 May 2008 at 7.30pm in the Church Room.
Cllr Greensides has retired from the Parish Council after 20 years as a Parish Councillor; he was presented with a gift from the Parish Council and was thanked for all his work and advice while serving as a Councillor.
