Winterton Parish Council Minutes

17 January 2008

14 members of the public were welcomed to the meeting.

1.1.08 To consider apologies : No apologies received.

2.1.08 Declarations of interest: Cllr Barlow declared a personal interest in the Parish Plan Action Group. Cllrs Jones and Barlow declared personal interests in the Village Hall Committee.

3.1.08 Public Discussion:

A request at a previous meeting for the Parish Council to pay for the concrete base on the village green to site a bench purchased for the village by the WI has been withdrawn – the cost will be met by fund raising by the WI. Thanks were extended to the Ladies of the WI.

The Millennium Committee gave a detailed report to those present and full details will appear in the newsletter. It will invite bodies around the village to submit proposals on how much they require for projects etc in order that the money accumulated can go towards charitable causes around the village. A vote of thanks to the Committee was proposed for their hard work in raising the money.

It was reported that there is no padlock on the rail which is situated on the corner of The Craft and George Beck Road – The Clerk will contact GYBC.

4.1.08 To receive a report from the County/Borough Councillors : Cllr Weymouth reported that she is still pursuing Footpath No. 10 and that the Badger application at Empsons Loke has been deferred to the Development Control Committee meeting in February.

5.1.08 To receive a report from the PCSO Roger Bellward : The crime reported for the last six weeks were chalet breaks on Winterton Valley , damage to a car on The Holway, a burgulary on Winmer Avenue and a verbal domestic incident. On 14 February the Princes Trust is looking for work (indoors) within the Borough contact the PCSO.

6.1.08 To confirm minutes of the previous meeting: The minutes were signed by the Chairman as a true record of the meeting in December 2007.

6a.1.08 Co-option of a new Parish Councillor . A new Councillor, Michael Blake, was co-opted onto the Parish Council; proposed by Cllr Barlow and seconded by Cllr Sharples, and welcomed by the Chairman. Michael signed the Declaration of Acceptance of Office passed to him by the Clerk.

7.1.08 To report matters arising from the minutes not already on the agenda, for information only:

Concerns raised in December about an elderly couple who are privately renting a ground floor flat where builders in the flat above had left a tap running and water flooded their flat – details of contact numbers are in the village directory and will also be placed in the next newsletter.

8.1.08 To consider Planning Applications received for consultation and to note Planning Decisions:

Planning Applications:

06/07/0940/F – Conversion of existing garage to self-contained annexe at 21 Long Beach, Hemsby. The Parish Council raised a query that there seemed to be no parking space allowed on the plan but had no other objections. The Clerk will raise this with the Borough Council.

•  To agree monthly payments to E-ON in respect of Changing Room electricity – it was resolved to approve the monthly payments.

•  To agree purchase of a new motor for the Methodist Chapel Clock estimated to cost £100 and include fitting: It was resolved to approve the purchase of a new motor.

•  It was resolved to get the lawn mower and strimmer serviced for summer use.

10.1.08 To receive an update on coastal erosion – no representative present although Cllr Weymouth reported that towards the end of January Borough Councillors will be meeting with regard to the consultation going to Cabinet in February.

11.1.08 To receive an update from the Village Hall Committee:

The next meeting of the village hall committee will be on the 25 January where the response from Norfolk Property Services regarding the lease will be discussed.

12.1..08 To receive an update from Councillors on their responsibilities:

Cllr Barlow :

Parish Plan – Does the Parish Council want to address affordable housing, parking review, dog wardens and a Citizens Advice Bureau or Parish Council Surgeries; it was resolved to put this on hold for the time being.

Cllr Blayney:

Playing Field – waiting for the right time to put a roller over the grass following the damage caused by the bullocks.

Cllr Greensides:

Charities – the finance has gone through and been updated. A meeting will be held before the end of January and will be reported at the next Parish Council meeting.

Cllr Harrison:

Environment – a dog is managing to get over the cattle grids on the entrance to the Children's Playground and fouling the area. This has been reported.

Cllr Hodds: Nothing to report.

Cllr Jones : Nothing to report.

Cllr Sharples:

Quality Status – A meeting with Mike Grayley from NCAPTC was held to go over the benefits of quality status and the working party met again to prepare a statement for the Parish Council. The benefits of attaining Quality Status will be assessed.

Cllr Neve :

Highways – the drains are being dealt with and are ongoing. The flooding in Back Path has been reported to Highways by the Clerk. The damaged wall by the Fisherman's Return is now classed as an RTA and one estimate has been given for around £300 but does not state if it includes VAT.

Cllr Blake's responsibility will be the Quality Status Group.

13.1.08 To note correspondence received (separate list):

Item 4 – Norfolk Police Authority open meeting – Cllr Sharples will attend.

Item 6 – Chain at entrance to grassed area on playing field to stop cars parking on the grass – GYB Services have suggested that they put a low barrier and will give a key to the Parish Council – waiting for an update on this.

Item 10 – Local Works – sustainable Communities Bill – Cllr Sharples requested a copy of this letter.

Item 13 – Communities and Local Government consultation on Orders and Regulation relating to the Conduct of Local Authority Members in England – will be circulated to all Councillors.

14.1.08 Items requiring action/update (separate list):

Item 6 – Replacement signs stating “No Horse Riding” – wording will be checked and Natural England will be contacted so that they can order the signs.

Item 7 – It was resolved to contact Highways and ask for a kerb to be placed outside the village hall to stop cars parking up against the fence.

15.1.08 To receive items for the next Agenda – no items received.

16.1.08 To confirm the next meeting on Thursday 21 February 2008 in the Village Hall.
