Winterton Parish Council Minutes

1.11 To consider apologies from: Cllrs Barlow, Child, Blayney, Harrison, Greensides and Jewell, Borough Councillor Weymouth.

3.11 Public Discussion

PC John Cloney joined the meeting with the two members of the public that attended.

John wanted to introduce himself and outlined the restructing of the policing in the area with the introduction of Community Police Officers. A pilot scheme which has started with 6 Police Community Support Officers (PCSO) working with two police officers in the Caister and Coastal Villages area which includes Winterton. They will cover the area from 8am until midnight and are being trained at the moment. The Speed Awareness Message (SAM) was in the village checking the speed of vehicles. Before he left John gave an email address for anyone to use to report anything suspicious; this will also be put in the Newsletter –

Youth Club – Peter Barnes is in the process of setting up a youth club in the village and outlined how this would happen. He asked the Parish Council if they would help with some funding. Cllr Neve informed Peter that the Parish Council would be very pleased to discuss this in January 2007.

Hedge overgrown – a resident asked if the hedge at Sunnyview on The Craft could be cut back. The resident will be contacted.

A flag pole has been offered to Winterton on Sea – the Marines would be happy to accept it as a gift. The Marines attended the armistice service at the Church on Sunday 12 November and they were a credit to their group; especially the young gentleman with the kettle drum;

A record of thanks was made for the hard work by Cllr Chris Barlow, Cllr Neve and Pam Winter on the response to GYBC Planning Dept regarding the Badger Home Development.

4.11 Report from County/Borough Councillors – none present.

5.11 Previous Minutes – signed by the Chairman as true record.

The Chairman and Clerk have taken the previous minutes for Winterton on Sea from 1894 to 2003 to the Norfolk Records Office for storage; also included were copies of deeds of property and financial records. These will be catalogued by the Records Office, a copy sent to the Clerk to keep and the details will eventually be available on the internet. Anyone in the village can request to see them.

6.11 To report matters arising form the minutes not already on the agenda, for information only – no matters arising.

7.11 Planning Applications :-

06/06/0657/F - Revised drawings received for erection of Aulden double garage and store at the Fisherman's Return (land at). Comments required by 15 November 2006 – Parish Council had no objections.

06/06/0888/SU - Installation of a fenced compound to house five central heating oil tanks at 1 Coastguard Cottages – request from GYBC. Parish Council had no objections.

06/06/0954/MM – GDO Part 24 Application siting of underground duct for BT cables at Beach Road . Parish Council had no objections.

Planning Decisions – none received.

A cheque for £165 has been received and paid into the current account in respect of the bursary claimed for the CiLCA course that the Clerk is attending.

10.11 Coastal Erosion –Terry Byrne was not at the meeting but it was noted that Winterton had come through the last set of storms and that DEFRA have agreed to fund the rest of the groynes down to the edge of Winterton.

11.11 Playing Field and Changing Rooms – it was resolved at the public meeting to go ahead with the refurbishment of the changing rooms; a long term project should be agreed for the rebuilding of them, the lease will be increased to 25 years in the short term and once the new building is in place it will be renewed to 99 years; this is with the approval of GYBC.

12.11 Parish Plan – No report.

13.11 Village Hall – new kettles and cutlery purchased and Christmas Fair will be on 25 November 2006 .

14.11 Health - Cllr Neve read out a report from Cllr Jewell – full details of the report will be included in the next Newsletter.

15.11 Parish Council Complaints Procedure. It was resolved that the Parish Council adopted the Complaints Procedure – this was signed by the Chairman.

16.11 Correspondence

Item 14 – English Nature report 702 – passed to Cllr Neve.

Item 15 – Halcrow Sea Defence Report – passed to Cllrs Hodds, Jones and Neve.

17.11 Items requiring attention/update from previous meetings.

Item 3 – Speeding – The SAM was in the village today.

Item 4 – Puddle problems – Highways have been round the village filling in lots of holes and dips.

Item 8 - hedge – the hedge along Empsons Loke has been cut back.

Item 9 – weeds – Winterton in Bloom will be dealing with this.

Item 14 – Beach Road – it was reported that double yellow lines have been put down.

18.11 To receive Items for the next Agenda

The bus shelter has been painted and it was suggested that a Christmas bonus be given to the two young gentlemen who have done a really good job and worked extremely hard.

19.11 IT WAS RESOLVED THAT THERE WILL BE NO MEETING IN DECEMBER 2006. THE NEXT MEETING WILL BE HELD ON THURSDAY 18 JANUARY 2007 .
