Seven residents were in attendance.
1.8 To consider Apologies: None received.
2.8 Declarations of interest: Cllr Barlow declared a personal interest in the Parish Plan Action Group. Cllrs Jones and Barlow declared personal interests in the Village Hall Committee. Cllrs Neve and Jones declared personal interests in the In Bloom. Cllr Greensides declared a personal interest in the allotments. Cllr Hodds declared a prejudicial interest in the Planning Application on the agenda at this meeting and did not take part in any of the discussions.
3.8 Public discussion:
A resident wished to withdraw her original objections to the routing of a footpath in Low Road; also stated that although many residents complained about the work that had been done eg cutting back the gorse etc in the first place they had not attended any meetings to air their views. The resident was thanked for coming along.
Youth Club – it was reported that there will not be a session for the 12-16 year old children as there are not enough trained helpers. One female helper was needed so that a drop in centre for youngsters of all ages could be set up. A note will be placed in the next newsletter asking for volunteers.
It was reported that Bob Atyeo is standing down as Chairman of the In Bloom team at the end of September. A vote of thanks was made to Bob for his work in the In Bloom team.
4.8 Reports from County and Borough Councillors: Cllr Weymouth suggested that the Parish Council should contact Great Yarmouth Services with regard to the purchase of new adult goal posts for the football team. The footpaths in George Beck Road and Ackland Close will be cut back at the end of August; after the nesting season.
5.8 To confirm the minutes of the previous meeting: The minutes were confirmed as a true record and signed by the Chairman.
6.8 To report matters arising form the minutes not already on the agenda, for information only – no matters to report.
7.8 Planning Applications:
06/07/0401/O – Sub-division of garden to form 2 no. plots for erection of 2 no. 3 bedroomed cottage style dwellings at site to the rear of 2 Hillside Cottages, North Market Road. Winterton Parish Council discussed this thoroughly and has concerns with the access to the property.

To approve recommended addendum to Financial Regulations: a draft was copied to all Parish Councillors and some changes will be made before submitting it again at the next meeting for final approval.
To approve the Financial Accounts for the year ended March 2007 – copies of the income and expenditure prepared by the External Auditor, Mr G A Newton, had been circulated to all the Parish Councillors. It was unanimously resolved to approve the accounts.
9.8 To receive an update on Coastal Erosion: Nothing to report.
10.8 To receive an update on the Village Hall:
Harold Jones was not present. A letter has been received from NPS (Norfolk Property Services) and although a draft response has been prepared Mr Jones would like the Vice Chairman and the Village Hall committee to consider the response before it is sent off.
11.8 To receive an update from Councillors on their responsibilities:
Cllr Barlow:
Parish Plan - An audit has been prepared which will be circulated and discussed at the next meeting of the Parish Council in September.
Children's Playground - Four pieces of new play equipment have been chosen and a letter will be sent to GYB Services for supply and installation.
Cycle Path – Funding is being looked at but the Broads & River Community Fund will not just give money solely for schools to use the path; it should be open for everyone and it is hoped to obtain local interest in the use of this path. The Parish Council gave their support to a questionnaire being placed in the newsletter. The question was asked if the route goes onto the road; no map has yet been received regarding the exact route of the path; the Clerk will request a copy.
Cllr Blayney:
The new basket ball pad is now in place and a vote of thanks was given to Cllr Neve for all his efforts to get this done.
Draft Lease – The Clerk was asked to check the insurance cover on this which should be £5,000,000. Two signatories are required; one would be the Clerk and another councillor. This will be discussed at the next meeting.
Football Club - have asked if the Parish Council could purchase new full size goal posts and that the financial details will be sorted out at a later date – this was unanimously approved.
Old Playing Field Accounts – these are in the process of being closed and the money in the accounts will be transferred to the Parish Council accounts.
Cllr Greensides:
Charities – a meeting is to be held at the end of August.
Cllr Harrison:
Environment – in October the telegraph poles along Beach Road will be replaced by an underground cable; this was through Rick Southwood of Natural England.
Cllr Hodds:
Allotments - the resident has been contacted and asked to cut back his hedge which overhangs plots 2-7. The resident reported that rubbish has been appearing in his garden; Mr Patterson will be contacted about this.
Cllr Jewell:
Health – letter received regarding the public consultation; a note to be put in the newsletter.
Quality Status Group – a report was given to those present following another meeting of the group. It is progressing well and identifying areas to be considered by the Parish Council should it agree to go for Quality Status in the future.
Cllr Jones:
School – nothing to report but looking forward to it opening again with the new alterations.
Elderly – more residents are coming forward and contacting Cllr Jones about various matters.
Cllr Neve:
Highways – a meeting will take place with Highways on the 11 September; flooding and sewerage will be included in the discussion.
12.8 To note correspondence received:
Item No. 5 – letter received from Mr Hodds of Bulmer Lane with concerns about speeding cars and a request to have flashing signs. Following a discussion it was agreed to contact Norfolk County Council again; the flashing signs would cost between £6,000 and £7,000 each.
Item No. 12 – letter received from MENCAP regarding cars parking around the entrance and notes being placed on the cars used by members of staff. This will be looked into by the Parish Council.
Letter received by the Chairman thanking the Parish Council for getting the basket ball net completed; this will be put in the next newsletter.
13.8 Items requiring attention/action:
Item 11 – complaint by resident about chaos in the village on the busiest day of the year. Discussion took place and it was reported that buses were not able to get through due to the number of cars parked on their route through the village. The Parish Council will try to obtain some cones to put down to stop the cars parking on the bus route.
Item 19 – Cars parked in Winmer Avenue at the end where it meets The Craft making it dangerous to enter or exit Winmer Avenue. The PCSO will be contacted to deal with this.
14.8 First Bus – following an incident on Black Street which involved a bus hitting a wall while reversing a meeting has been held with First Bus. First Bus has agreed to attend a Parish Council meeting to answer questions from the residents. The Clerk will arrange this.
15.8 Footpaths: Following a discussion it was resolved that Footpath No. 10 which goes behind May Cottages off Beach Road should be reopened and that Cllr Weymouth will be contacted about this. It was also agreed to find out why the paths between Winmer Avenue and Bulmer Lane were not recorded on the map; is there a footpath that goes from Somerton Road by the side of the playing field through Low Farm to Low Road - the Clerk to contact NCC.

17.8 The next meeting will be held on Thursday 20 September 2007 in the Church Room.
New Parish Councillor:
Recommendations were put to the whole Parish Council to co-opt Ms L Sharples as a Parish Councillor. It was resolved, proposed by Cllr Jewell, seconded by Cllr Jones and by a show of hands that all were in agreement to co-opt Ms Sharples on to the Parish Council at the meeting in September 2007.
