Winterton Parish Council Minutes

Cllr Neve welcomed the 17 residents that came to the meeting.

1.2 Apologies – Borough Councillor Shirley Weymouth had to attend another meeting.

2.2 Declarations of interest in items on the agenda:- Cllrs Barlow and Harrison - Parish Plan Action Group. Cllrs Jones and Barlow - Winterton in Bloom. Cllrs Greensides and Jones – Village Hall Committee. Cllr Hodds – The Willows planning application.

3.2 Public Discussion

A resident reported that there is still a problem with the puddles by the bus stop in Black Street opposite the Church. A resident was soaked while waiting for a bus and had to go home and change; consequently she missed her bus. School children have also been soaked by cars passing while waiting for buses. Mr Nicholson of Highways Office at Caister had taken this on board when he attended a meeting in November and although the holes have been filled up they have not stopped the puddles occurring. This will be chased up by the Clerk.

The main topic of public discussion was the planning application made by Thermaglow for the building of 11 houses on the land that they occupy. No representative from Thermaglow attended the meeting. The concerns raised by residents were:

Cllr Neve will attend the Planning meeting at GYBC and represent the residents' views. Everyone will be kept up to date with the position by notices in the notice board and in the newsletter. The residents were urged to send in letters to GYBC with their objections to the plans.

4.2 Report from the County/Borough Councillors – no councillors present – Cllr Weymouth had sent apologies via the clerk.

5.2 To confirm minutes of the previous meeting – previous minutes approved and signed by the Chairman, Cllr Neve.

6.2 Report matters arising from the minutes not on the agenda.

It was explained to the residents present that the Parish Council had a vacancy for a Councillor and although the relevant processes had been gone through no applications had been received. Mr Jewell was approached and was happy to join the Parish Council.

It was proposed by Cllr Barlow, seconded by Cllr Jones and all in favour by a show of hands that Mr Brian Jewell be co-opted on to Winterton Parish Council as a Parish Councillor. The relevant documents will be passed to Mr Jewell by the clerk and he will sign a declaration of acceptance of office and attend the next meeting in March.

7.2 Planning Applications received:-

06/05/0868/F - 4 Semi-detached properties at Hales House – GYBC Planning Dept requested reply by 3 February. PARISH COUNCIL had the following objections and concerns – the site would be over developed with 14 cars at least using the site. The access road is not mentioned in the planning application – what will happen to it? GYBC notified on 3 February 2006 .

06/06/0096/F - Demolition of factory and erection of eleven houses with parking at the Thermaglow Factory, North Market Road . PARISH COUNCIL – OBJECTED TO THIS PLANNING APPLICATION – REASONS DETAILED ABOVE.

06/06/0062/ F – Extension and garage to side of The Willows, North Market Road . Winterton Parish Council – NO OBJECTIONS

06/06/0077/F – Conservatory extension to rear of San Miguel, Bush Road . Winterton Parish Council – NO OBJECTIONS

06/06/0093/F – Remove existing conservatory replace with sun room extension at York Lee, King Street . Winterton Parish Council – NO OBJECTIONS

06/06/0104/CC – Demolition of asbestos garage and erection of brick and tile garage in same position at Winterton Fish Bar, Beach Road . Winterton Parish Council – NO OBJECTIONS

10.2 Update from Coastal Erosion Group

Terry Byrne reported that a meeting of the group had been held on the 24 January which was very productive – Steve Hayman of the Environment Agency attended and updated the group on the position north of Winterton with regard to the the groynes and sea wall which currently have funding but the next phase has no funding. An erosion newsletter is being prepared and will shortly be delivered. The erosion continues with the sea coming in by old lifeboat station plinth; the café patio is precariously perched and the erosion is being caused by wind damage. At the next Local Rural Partnership meeting erosion is an item to be discussed and it is hoped to generate more interest from Hemsby and Scratby. High tides and north west winds could cause more erosion in the next few weeks. Terry was thanked for his work and efforts on this.

11.2 Update from the Project Steering Group

Cllr Harrison reported that the plans are now back with the architect and will incorporate the suggestions made by the FA so that planning application can be applied for – the plans will be ready by the end of February. A Millennium Committee meeting will hopefully take place at the end of February.

Poison has been placed on the playing field to stop the invasion of rats that were causing damage in the containers used by the cricket club. The accounts for the Playing Field are in the process of being progressed by Cllr Harrison .

12.2 Update from the Parish Plan Action Group

Cllr Barlow reported that a meeting at the Hemsby Medical Centre will be attended by Mr Jewell and the Clerk. Cllr Barlow has also written to the Citizens Advice Bureau and as requested a copy of the parish plan has been sent to Mr Nash from the Norfolk Youth and Community Service Team who attended the Parish Council meeting in January.

On the home watch front – nothing has been heard and Cllr Barlow will investigate why.

Emergency Plan – Cllr Barlow has met with Roger Canon, Emergency Planning Manager at GYBC (he would also be happy to attend a Parish Council meeting). Cllr Barlow explained that she will make all the arrangements for Team Leaders and Deputies and a contact list will be prepared in the very near future. Cllr Barlow thanked Tony Tungate , Keith Harrison and Trudie Glazebrook for their hard work in getting this plan up and running. Cllr Neve explained the background of this Emergency Plan to those present and also thanked Cllr Barlow for her work.

13.2 Village Hall

Chairman, Sheila Whisker reminded the Parish Council that the disabled access in the road outside the hall had still not been done. Cllrs Neve and Barlow, who had been dealing with this in conjunction with the Highways Office at Caister, will chase this up.

A shower room has been cleared of the bric a brac stored in it and estimates for its repair can now be obtained.

14.2 Correspondence log:-

Item 4 - NCC - Wildlife & Countryside Act 1981 Section 53 – Appeal under Paragraph 4(1) of Schedule 14 application to upgrade Winterton Footpaths 1 & 6 (part) and Hemsby Footpath 2 to bridleways – The Inspector appointed to determine the case has decided not to uphold the appeal. Cllr Jones asked if the signs “No riding of horses” could be enlarged and that horses were on the dunes early in the mornings. Cllr Child asked if English Nature could patrol early in the morning to catch the horse riders. The Clerk will contact English Nature.

15.2 Items requiring attention/decisions/update:

Item 3 – Archiving of Minutes. After a short discussion it was proposed by Cllr Jones, seconded by Cllr Child and unanimously agreed that the minutes can be stored at the Norfolk Records Office – they are still the property of the Parish Council, they can be returned to the village at any time and can be accessed by anyone who contacts the Norfolk Records Office.

Item 6 – Speeding. Cllr Child originally suggested a speed gun be used and has found out that they are not accurate – will keep investigating this.

Item 8 – Broken signs. The signs in Dune Court have been repaired. Other items regarding signs and pot holes will be reported to the relevant GYBC office by the Clerk.

Item 14 – Gap in bus service to Winterton in afternoons. Cllr Child reported that due to the Hemsby bridge work Winterton is now on the bus route for Scratby which gives a better service in the afternoons. It was agreed that the Clerk will write to First Bus asking if this service can continue after the bridge work has been completed and not revert back to the Ormesby route.

16.2 Items for the next agenda.

Vandalism has risen in the village since last month. Two cars damaged, the coast watch station fence chopped down and boards taken from a fishing shed. In The Holway the tubs were completely smashed, outside lights, a wing mirror, a house sign were stolen and on the Winterton Valley Estate down pipes, lights and a concrete ornament were all stolen on the same night as party goers left Hermanus. Also stolen items have been placed on the allotments. The police have been informed of these incidents.

The hedge of the house on the corner of Bulmer Lane and Black Street is obscuring drivers' vision. Arrangements will be made for this to be cut back.

17.2 The next meeting will take place on Thursday 16 March in the Village Hall at 7.30pm .
