Councillor Neve opened the meeting and welcomed the four residents that had braved the cold weather for coming along.
1.12 Apologies: Cllrs Child and Blayney.
2.12 Declarations of interest: Cllrs Barlow and Harrison - Parish Plan Action Group. Cllrs Jones and Barlow - Winterton in Bloom. Cllrs Greensides and Jones – Village Hall Committee.
3.12 Public Discussion:
A resident who lives in King Street Winterton was unhappy that the street lights in The Loke, Kings Road and Beach Road had had a shield put around them at the request of another resident who has observatories in his garden – the shields would cause problems with regard to safety of residents' properties and vandalism taking place as it is so dark. There was a petition raised against this in 2001 and GYBC had written agreeing not to place the shields on the lamps. The resident had contacted Cllr Weymouth who reported that Cllr Jim Shrimplin was now dealing with this matter. The Clerk was asked to pass the letters of objection and a map showing where the lights are located to Cllr Shrimplin together with a copy of the letter from GYBC in 2001.
A resident asked if there had been any news of the Planning Application for change of use to a tea room at 8 Miriam Terrace. No news has been received by the Clerk.
4.12 Report from County/Borough Councillors: Cllr Shrimplin was unable to attend and Cllr Weymouth had nothing to report.
5.12 Confirm minutes of previous meeting: The minutes were agreed as a true record and signed by the Chairman, Cllr Neve.

10.12 Coastal Erosion:-
No update received. An article in the EDP regarding Suffolk County Council and English Nature was discussed as it has been agreed to keep up the defence of the coast because of the newts and wildlife etc.
11.12 Project Steering Group:-
Cllr Harrison and Cllr Neve had had a meeting on the 8 December with two members of the FA; the plans were looked at by the FA representatives and they suggested some modifications; which will now be incorporated in the new plans. The FA agreed that we can now proceed to the next stage of the grant application.
12.12 Parish Plan Action Group:-
Cllr Barlow updated the meeting on the following:-
Housing and Planning – a report will be compiled for the newsletter in January.
Hemsby Medical Centre – Cllr Barlow attended a meeting with the doctors and it was agreed that administration details would be sent to the Clerk – nothing received by the Clerk. An article regarding this will be prepared for the newsletter in January which will also contain the results of the recent questionnaire.
Homewatch – Survey letters have been sent out.
Highways – Waiting for a reply from Andrew Nicholson regarding issues raised with him.
Citizens Advice Bureau – an action from the Parish Plan to have a bureau in the village – Cllr Barlow will be contacting them with the agreement of the Parish Council.
Emergency Plan – NCC has been sent a letter advising them that Hermanus Leisure Centre has agreed to be an evacuation centre for the village should an emergency arise. Cllr Barlow has also written to the WI asking for assistance from them if the need arose. Defined areas in the village identified and will be allocated to Parish Councillors for them to help in the running of an emergency plan if necessary. Cllr Barlow hopes that the draft plan will be submitted to the Parish Council in February for their approval.
13.12 Village Hall:- Cllr Jones reported that the sum of £1,111 was raised at the recent Christmas Fair.
14.12 Parish Council Surgeries:- No residents attended the last session at the beginning of December. It was originally agreed that after the six monthly sessions it would be discussed as to whether or not this would be carried on in the New Year. It is in the Parish Council Code of Conduct and a request in the parish plan. It was agreed to start the sessions in the spring on Saturday mornings and a note placed in the newsletter advising residents of the Councillors areas of responsibilities.
15.12 Correspondence:-
Cllr Barlow had received a letter from a resident regarding the buses not arriving at all in Winterton. Cllr Neve asked for a copy of the letter and stated that he will reply to First Bus on behalf of the resident.
16.12 Items requiring attention/decision/upates:-
Item 1 - Coast Watch. The units have been rewired and are being fitted out for use in the very near future. Request for a digital camera - the Clerk had received a camera with the new computer last year and this will be passed to the Coast Watch for their use; a card with a larger capacity may have to be purchased.
Item 2 – Charities. A letter received from the Charity Commission asking if the two charities are still to be amalgamated. Clerk replied to the Charity Commission that we are waiting for the financial details to be sorted out by Cllr Greensides and Mrs J Martin; once this has been finalised there is a new set of Trustees ready to deal with the amalgamation and any other matters.
Item 5 – Insurance. Cllrs Blayney, Greensides, Hodds, Neve and the Clerk to have a meeting regarding sufficient insurance cover before the insurance is due for renewal in February.
Item 8 – Signs on allotment and village green. Cllr Harrison has ordered the relevant signs.
Item 9 – Speed guns. Cllr Greensides passed round copies of a leaflet produced by NCC regarding SAM (Speed Awareness Message) signs. A way to remind drivers about the dangers of speed and will tell them how fast they are travelling. They do not impose penalties or penalty points it is only used to raise awareness of the dangers of speed. This will be followed up.
Item 14 – Letter with ideas and suggestions received from a resident in Bush Road. Cllr Neve has visited this resident and although she cannot give a regular commitment is willing to help in the future with the assistance of the clerk.
Item 15 – Dumping of soil in Low Road. Cllr Neve has reported this matter to the Planning Department of GYBC.
Item 16 – Opening on Somerton Road from field and mud on road. Somerton Parish Council are dealing with this and Cllr Neve will contact the owner of the field Mr Agnew.
17.12 Items for the next agenda
Cllr Jones had received a note from a resident regarding motorbikes on the dunes causing damage. A copy of the note has been passed to Peter Lambley of English Nature for him to deal with.
