Winterton Parish Council Minutes

15 June 2006

Cllr Neve welcomed the 2 residents that attended the meeting.

1.6 Apologies: Cllrs Child, Hodds and Barlow, County Cllr Shrimplin; Borough Cllr Weymouth will arrive late.

2.6 Declarations of interest: Cllrs Barlow and Harrison - Parish Plan Action Group. Cllrs Jones and Barlow - Winterton in Bloom. Cllrs Greensides and Jones – Village Hall Committee.

3.6 Public discussion:-

Concerns were raised about the planning decision approved by GYBC for the removal of two cherry, one holly and one camellia situated in the car parking area (to allow more parking space) at Broadview, King Street . It would cause light to shine into a bedroom of the resident that had attended the meeting. The resident asked if Broadview could be contacted and asked if they could lower the angle of their lights. Cllr Neve will contact Broadview in person.

Street Light 24R - a resident reported that he had heard nothing from NCC regarding his appeal regarding cover on this light. He was informed that County Councillor , Jim Shrimplin was dealing with this appeal. Cllr Shrimplin will be contacted.

4.6 Report from the County/Borough Councillors:-

Cllr Shrimplin had asked Cllr Neve to report that the disabled access to the Village Hall from Kings Corner should be completed by Highways by the end of June. Highways and NPS are sharing the cost.

Cllr Weymouth reported that the wardening for the Little Terns at Winterton has stopped but the fence will stay in place. The Parish Council will have to apply for funds to get new play equipment from GYBC and a service of all play equipment will take place to see what sort of life span is in them. Cllr Neve stated that a meeting of the Playing Field Committee will be held in the very near future and the playground will be discussed; Cllr Weymouth is welcome to attend.

5.6 Confirm minutes of the previous meeting:-

The minutes for April and the Annual General Meeting minutes in May were signed and dated as a true record by Cllr Neve.

6.6 Report matters arising from the minutes not already on the agenda; for info only. Nothing to report.

6a.6 Election of a Vice Chairman: This had been deferred from the AGM. Vice Chairman, Cllr Harrison, offered his resignation from this position and also as Chairman of the Playing field committee due to ill health. Cllr Harrison proposed Cllr Barlow as Vice Chairman which all the Councillors endorsed unanimously. The Playing Field Chairman will be filled at the next meeting of the Playing Field Committee. Cllr Neve asked if Cllr Harrison would stay on as a Parish Councillor and continue as a member of the Playing Field Committee; he then thanked Cllr Harrison for agreeing to this suggestion.

7.6 Planning Applications/Planning Decisions:-

Planning Applications :-

06/03/0970/F – toilets, changing rooms and social area on the playing field, Somerton Road . Revised drawings – GYBC requested comments by 31 May 2006 – no objections from Winterton Parish Council.

Planning decisions :-

06/05/0269/F – Change of use of existing office/store to single residential unit with associated parking at Broadview, King Street . GYBC approved with conditions.

Removal of two cherry, one holly and one camellia situated in the car parking area (to allow more parking space) at Broadview, King Street . GYBC had no objection to the work being carried out.

Emptying septic tank on playing field

VAT for year 2005/2006 claimed back and paid directly into the Parish Council Deposit account:-

Parish Council - £447.46

Village Hall - £101.73 – transferred to VH deposit account.

It was clarified why the septic tank had required emptying so soon; which was due to it not being emptied regularly enough over the years and the solids had collected at the bottom of the tank leaving less space.

10.6 To receive an update on Coastal Erosion – no representative present at the meeting.

11.6 To receive an update on the Playing Field Committee – Cllr Harrison was stepping down as Chairman and will continue as a committee member. Meetings held with the architect; new drawings completed and sent to GYBC. A business plan will have to be produced.

12.6 To receive an update from the Parish Plan Action Group – Cllr Barlow not present and Cllr Jewell reported that it was quite noticeable that the Action Group was far ahead of everyone else and how proactive they were. At a meeting organised by the Rural Partnership Cllr Barlow gave an excellent presentation of Winterton on Sea's Parish Plan.

13.6 To receive an update on the Village Hall:-

A plumber has been contacted to put a tap on the outside of the Village Hall for the use of the In Bloom Group.

14.6 To receive an update on Health:-

Cllr Jewell reported that he had attended a meeting between the Coastal Villages Practice and representative from the Parish Councils of Martham, Ormesby, Scratby, Winterton and Hemsby. This is going very well and lots of information is coming through.

Martham is opening in August and footpath issues are being addressed. Concerns raised over services left at Hemsby which will be raised at the next meeting.

Hemsby – new telephone system installed. Doctors are asking for feedback on the views of the village – Cllr Jewell will prepare a questionnaire.

Auto arrivals is now fully installed and discussion took place on how it works.

A reader friendly magazine is being produced and it will contain details of the auto arrival system etc.

Medical students will be arriving at Hemsby in September and will be under the supervision of Dr Taylor. Co-operation of patients is needed and the patients will be asked if they would like to volunteer their involvement.

First Response – this is fully supported by the practice and Cllr Jewell explained how it works. Another note explaining how it works will be put in the village newsletter.

Cllr Jewell will be having a meeting with Carol Plummer on the 21 June to discuss the dental practices.

15.6 Correspondence – no actions or items to report.

16.6 Items requiring attention/decisions/updates log:-

Item 1 - Coast Watch – cameras in place and it is hoped to be fully operational very soon.

Item 2 - Charity Commission – letter sent – waiting for a reply.

Item 7 – Signs on the corner of Kings Corner – discussion took place on the lack of parking space for cars and a bus driver for the children of Broadview could not get through. Cllr Neve will approach the residents to ask if they could possibly park elsewhere.

Item 17 – Quality Status – Cllr Neve attended a meeting with Mr Packham of GYBC and he is waiting for feedback from the election officer who was also at the meeting.

Item 19 – Circulated documents – Following a discussion it was agreed that the documents will continue to be circulated and any one of the Councillors can decide if a meeting should be called of the whole Parish Council to discuss the document.

Item 22 – Winterton Valley Estate right of way – Mr Cole, the owner of Winterton Valley Estate, has requested that people do not treat his property as a right of way; some villagers have been turned back. Following a short discussion it was agreed to contact the Rights of Way officer at NCC and invite him along to a future parish council meeting.

18.6 Items for the next agenda:-

Cllr Harrison asked if the owner of plots 3/4/5 on the allotments could be contacted to see if they are still required as they are very overgrown. He also asked if an allotment could be given for the use of the school children; the Clerk reported that she had already been contacted by the school and they were on the waiting list.

Cllr Greensides asked about the status of the footpath from Bulmer Lane to George Beck Road – is it a public right of way and could a sign be put up if it is. Clerk to make enquiries.

Cllr Blayney had seen on TV's Spring Watch that lottery funding is available to reintroduce wild life and that this can be applied for even for an on-going project.
